recognize the Diaz Government does
not impose upon either the legal or
moral obligation to maintain that

gua have suffered defeat several
times at the hand of the Liberals

The British Government has asked
for a relaxation of foreign control
in that country, advocated recognition
of China’s nationalistic spirit, called
upon the powers to condone the levy-
ing ,of the surtaxes agreed upon at
Uhe Washington Conference and char-
acterized the treaties of the foreign
powers as hopelessly out of date and
needing revision.
