The CJerteral Federation ot Women’s Clubs be-
lieves that thr luv.'h should he uuifunu and that at
the ratio* time the grounds for divorce and laws for
marrying should he made more conservative. So 1 was quite glad to intro-
duce the bill which was prepared at the direetiuB of the federation by
Mrs. lid wards Franklin White, deputy attorney general of Indiana.
At tiie outset 1 am not prepared to state that 1 ftwr all of th**
terms of the bill, hut it i« a fair beginning and from it we should get
a reasumlle, sane and safa nation-wide law.
The legislation is designed to prevent hasty and foolish marriagw-
and to make divorce more di.Tieult. The ago at which girls and boy* maw
nmrry with consent of tire parent* is fixed at sixteen years fee girls and
eighteen year* for hoys. ‘ -
The age at which gtrls nnd boys nifty marry without consent ol th*
parents is lived at eighteen and twenty-one jean*, respectively.
Marriage is forbidden cf the feeble-minded «ud of those afflicted
with upilepsy, insanity or comniuniruble diseases; of blacks and whites, of
Mijnd.iit.s ct.tl whites and ol those within the first degrvw ol blood

tetemony must be present at every marriage.
.Marriages must ha reported in the county and m th* state in which-
they lake plait*. 1’enalties are fttiached for infraction of tl:;» law.
Divorte will likewise he safeguarded asxlcr the lenrs cf the proponed
law. v
