Natural Resources
Predicted To End
Within 20 Years
| AUSTIN:—A warning that oil
and natural gas resources of Tex-
as and other parts of the South
are being drained away so rapidly
that the supply “will dwindle
sharply during the next 20 years,”
leaving this section of the nation
“indeed a blighted area” comes
in a national report just received
at the state office of the Texas
Rural Roads Association.
The findings, contained in a
complete copy ol the National
Planning Association’s report to
the President’s Council of Eco-
nomic Advisers, is titled, “The
Impact ot Federal Policies on the
Ecoatimy of the South,” includ-
ing Texas. It has not yet been I
distributed, but a copy came to I
the Texas Rural Roads Associa-
tion President Jim Cantrell of
Princeton, North Texas banker
and farm leader. The report rep-
resents months of careful study
by qualified economists, includ-
ing Dr. L. P. Gabbard, head of
the Department of Agricultural
Economics and Sociology, Texas
A&M College at College Station.
Texas food for Thought
“It gives every patriotic Texan
foon for thought,” Cantrell sain.
“Wake up Texas,” he declared,
“Let’s close the gate before all
our horses are out and gone for-
ever.”
Pointing out that in physical
resources, Texas and the other
southern and southwestern sec-
tions of the country chiefly de-
pend on oil and natural gas, the
report declares that the very life
blood of these states’ economy is
being drained away daily in ever
larger amounts. It is a problem |
which calls for immediate and
serious consideration if drastic)
harm to the states is to be pre- I
| vented, the report said.
Sound Business Recommended
The National Planning Associa-
tion’s report comes after the re-
cent action by the Texas Rural
j Roads Association at a meeting
in Dallas June 16. At this meet-
ing the Rural Roads group recom-
mended a plan embodying the
sound business premise that na-
tural resources, Texas’ greatest
capital assets, should leave as
they are depleted compensatory
capital gains in the State in the
form of permanent improvements.
The extensive report of the Na-
tional Association, and the part
dealing directly with the deple-
tion of the Southwest’s and Texas’
natural resources, forcefully said:

“There is a special need for a
careful economic analysis of our
policy—or lack of policy—respect-
ing two major mineral resources,
petroleum and natural gas. The
low price of these commodities
before the war, price control dur-
ing the war, the fact that their
administered or regulated prices
rose more slowly than demand
would have warrented after price
controls were removed, and high
personal incomes, all have con-
tributed to an enormous increase
in consumption. Often they have
been substituted for other fuels in
areas where other fuels were
abundant.

per cent of Clark, all of Doctor’s
Creek, all of Long Taw, all of
Cedar Creek, about 90 per cent

of Rattan, all of Liberty Grove,
about two-thirds of Milam, all of
Price, and all of Pecan Grove.
^t will be necessary for the stu-
dents in the portion ol the dis-
trict not consolidated with the
Cooper district to make an appli-
cation at the County Superinten-
dent’s office, for the transfer, if
you wish to come to Cooper. If
you live in that portion of the
district consolidated with the
Cooper school, it will not be nec-
cessary to transfer to Cooper,
since you are already a part of
the Cooper School District.
No Contracts This Year
There will not be any contracts
this year due to the fact that iij
districts where they will have a
school, the trustees want the chil-
dren to have the privilege of go-
ing where they wish to go and if
a contract is made, the entire dis-
trict, both white and colored, have
to go to the school with which the
contract is contracted, so very
likely there will be no contracts,
and every one in other districts
in the county not affected by this
consolidation will have to trans-
fer if you wish to come to Cooper
another year.
We would like to know early, j
the number planning to come to |
Cooper so that we might employ I
teachers to take care of the stu- |
dents. It is necessary for me to |
know by July 20, how many we |
may expect and I will appreciate |
it very much if you will transfer
this week so that we will know
the number that we will have in ,
the Cooper schools and can em-
ploy teachers accordingly.
