of 2!l to 1 is finally enacted, it will
require in the neighborhood of
$300 million dollars in new tax
revenues for the next two years.
This is the exact amount which
this column, predicted in 1959
would be necessary if the pre-
sent method of voting to spend
before we have the money Ib con-
tinued. Tills, as you can well re-
cognize, is a method devised to
establish a protective shield for
pork barrel legislation und 1 re-
gretfully say that no substantial
saving can over be effected if
this “cart before the horse" me-
thod of running our stale govern-
ment is continued, it seems to me

does not see fit to follow known
sound business principles.
In catting the only vote against
the appropriation bill for consid-
eration at this time, 1 placed the
following written statement in the
record concerning my vote: “Vot-
ing to spend without knowing how
much tax money will be available
is an open invitation to continued
deficit spending, and, makes cer-
tain the need for new tuxes every
two years. This is not Just my
view; this is the record.”
We ure in a situation where
everybody is aware that we are in
trouble financially, yet very few
people, and this includes not Just
the Legislature, are willing to cut
back when they know that if we
keep on the present road we are
doing nothing on earth except
asking fo: a continued recession,
because we have reached the point
