Grant Williams of Prairie Val-
ley, and James Allen Blanken-

double ring ceremony perform-
ed at six-thirty Saturday even-
ing in the St. Paul Lutheran
church. Rev. H. T. Flachmeier
and Rev. E. A. Flathmann offi-
ciated at the candlelight ser-
vice.
Miss Marjorie Citzler provid-
ed the wedding music. White
gladioli arrangements and can-
delabra trimmed the altar.
The bride, given in marriage
gown of white organza over taf-
feta fashioned with a scalloped
neckline of appliqued lace ac-
cented with pearls and bridal
jewels, and long sleeves which
tapered over the wrist. Her
floor length skirt featured lace
borders in front which were
repeated to the chapel train
which was accented with lace
borders and a chiffon bow. Her
fingertip veil was attached to
a crown of pearls which was
accented with suspended crys-
tals. She carried a bouquet of
orchids and white carnations.

the bride, was maid of honor

formed at five-thirty o’clock
Saturday afternoon in Sacred
Heart Catholic church by Rev.
Harry Mazurkiewicz, united in
marriage Miss Jo Ann Wessels,
daughter of Mr. and Mrs. Mil-
ton Wessels, and Anthony M.
Truchard, son of Mr. and Mrs.
Joe Truchard of Cat Springs.
| Church decorations were
baskets of white gladioli and
greenery. Mrs. John L. Sulak,
| organist, provided the wedding
music.
The bride, given in marriage
by her father, wore a white sa-
tin dress with round necklint,
elbow length sleeves and bell-
shaped skirt. A chapel-length
train attached to a cummer-
bund was decorated with lace
and pearls. Her elbow-length
illusion veil depended from a
pearl croWn. She carried a
bouquet of white carnations
centered with a white orchid.
The bride’s attendants were
Miss Arleen Rotter, who serv-
ed as maid of honor, and Misses
Melinda McGriff of Austin,
Nancy Conn and Anne Truch-
ard, the groom’s sister of Cat
Springs, who were the brides-
maids. They were attired in sky
blue chrystalette dresses with
round necklines, elbow-length
sleeves and bell-shaped skirts.
The headpiece was a variation
of pillbox with blue tulle veil.
Their shoes were dyed to match
and they carried bouquets of
pink carnations.
Jim Pickering of Houston
served as the groom’s best man.
Groomsmen were Gene Vogt
of Austin, James Wessels, bro-
ther of the bride, and the
groom’s brother, James Truch-
ard of Austin. Serving as ush-
ers were Jack King of Dallas,
Larry Wessels, the bride’s bro-
ther, and Dennis Truchard of
Houston, brother of the groom.
For her daughter’s wedding
Mrs. Wessels chose a blue linen
sheath with white hat and
black shoes and Mrs. Truchard,
chicken barbecue meal was
served. The bride’s four-tiered
cake was trimmed with pink
flowers, wedding bells and a
miniature bride and groom.
Assisting at the reception
were Mrs. Ted Urner of Aus-
tin, Mrs. Jessie Schielack of
Houston, Mrs. Frank Krischke
of Schulenburg, Mrs. Edwin
Neimeyer, Mrs. John H. Koe-
nig, Mrs. Vernon Warnken,
Mrs. Rudolph Hagemann, Mrs.
Henry Rotter, Mrs. Edward Ba-
ca, Mrs. Gladys Cronenberger,

ELECTION TO BE HELD
ON NOVEMBER S, 1964.
SENATE JOINT RESOLU-
TION NO. 10 proposing an
Amendment to Section 61a of
Article III of the Constitution
of the State of Texas by add-
ing a new Subsection to be
known as Bla-2; giving the
Legislature the power to pro-
vide, under such limitations
and restrictions as may be
deemed by the Legislature ex-
pedient, for direct or vendor
payments for medical care on
behalf of individuals sixty-five
(66) years of age or over who
are not recipients of Old Age
Assistance and who are unable
to pay for needed medical
services; providing for the ac-
ceptance of financial aid from
the Government of the United
States for such medical pay-
ments; providing that the
amounts paid out of state
funds shall never exceed the
amount that is matchable out
of Federal funds for such pur-
poses; providing that certain
means relating to the correc-
tion or remedying of abnor-
malities of vision shall be in-
cluded within such medical
care service or assistance;
providing for the necessary
election, form of ballot, proc-
lamation, and publication.
BE IT RESOLVED BY THE
LEGISLATURE OF THE
STATE OF TEXAS:
Section 1. That Section Bla
of Article III of the Consti-
tution of the State of Texas
be amended by adding thereto
a new Subsection to be known
as Subsection 51a-2, which
shall read as follows:
“Subsection 51a-2. The Leg-
islature shall have the power
to provide by General Laws
and to make payment for
same, under such limitations
and restrictions as may he
deemed by the legislature ex-
pedient, for direct or vendor
payments for medical care on
behalf of needy individuals
sixty five (66) yesrs of age
or over who are not recipients
of Old Ago Assistance, and
who art unable to pay for
needed medical services. The
payments for such medical as
sistance on behalf of such
needy individuals shall be in
such amounts as provided by
the legislature; provided, how-
ever, that the amounts paid
out of state funds for such
purposes shall never exceed
the amount that is matchable
out of Federal funds for such
purposes; provided further,
however, that such medical
care, services or assistance
shall also include the employ-
ment of objective or subjec-
tive means, without the use of
drugs, for the purpose of as-
certaining and measuring the
powers of vision of the human
eye, and fitting lenses or
prisms to correct or remedy,
any defect or abnormal con-
dition of vision.
“The legislature shall have
the authority to accept from
the Government of the United
States, such financial aid in
the form of medical assistance
on behalf of the needy indi-
viduals sixty-five (66) years
of age or over who are not re-
cipients of , Old Age Assis-
tance, and who are unable to
pay for needed medical serv-
ices, as such Government may
offer not inconsistent with re-
strictions herein set forth.”
Section 2. The foregoing
Constitutional A men d m e n t
shall be submitted to a vote
of the qualified electors of this
state at the General Election
to be held on the first Tues-
day after the first Monday in
November, 1964, at which elec-
tion all ballots shall have
printed thereon the following:
“FOR the Amendment to
the Constitution giving the
legislature the power to
authorise vendor pay-
ments for medical care on
behalf of needy individu-
als sixty-five (66) years
of age and over who are
not recipient* of Old Age
Assistance, and who u,
unable to pay for Misled,,
medical aervieee; provid-
ing for the acceptance of
funds from the Federal
Government tor the pur-
pose of paying such medi-
cal assistance; and pro-
viding that the amounts
paid out of state funds for
such purposes shall never
exceed the amount that is
matchable out of Federal
funds; provided further,
- however, that sueh medi-
cal care, services or as-
sistance shall also include
the employment of objec-
tive or subjective means,
without the use of drugs,
for the purpose of ascer-
taining and measuring the
powers of vision of the
human eye, and fitting
lenses or prisms to cor-
rect or remedy any defect
or abnormal condition of
vision."
"AGAINST the Amend-
ment to the Constitution
giving the Legislature the

Section 8. The Governor of
the State of Texss Is hereby
directed to issue the necessary
proclamation for said election
end have the same published
and held as requited by the
Constitution end the laws of
the State of Texaa.
