VAN The Van School Board
approved their 1983-84 school
budget in a public hearing prior to
the regular monthly board meeting
Thursday night.
According to a budget com*
pa risen information sheet released
by the board, the total budget for
the 1983-84 school year will be
$3,813,727.
The 1982 83 amended budget,
which was approved by the board in
regular session, totaled $3,648,671
while the 1981 - 82 budget totaled
$3,065,980.
The new budget increased 4.5
percent from the 1982-83 budget.
Under the 1983-84 budget, the
proposed tax rate will be 65.8 cents,
an increase from 63.5 cents in the
previous budget.
Taxable property value for the
district is $272,476,027 for 1983 84
compared to $250 million in
1982-83 and $305 million in
1981 82.
In other action during the regular
meeting, the board approved a five
cent across the board increase in
cafeteria prices.
The new prices will be 90 cents for
kindergarten through sixth grade,
$1 for junior high and high school
students, and $1.40 for teachers.
A library aides course at the high
school was also approved.
Superintendent Buddy Echols ex-
plained that the new course will
allow students working in the library
to earn one unit of credit toward
graduation.
Board members accepted a bid
from the First State Bank of Van to
handle depository contract bids.
The board approved represen-
tatives from Tax Sheltered In-
vestments to meet Wednesday after-
noon with school employees involved
in the tax-sheltered annuities pro-
gram.

"There is one bus which goes from
the area during the day.”
Mrs. Willing said she's a
newcomer to Van. "People have
come up and said I'm so glad you’re
doing this; it's a shame a newcomer
has to lead the way.' But someone
just needed to take the first step."
Petitions are out now, she said.
Before an election can be held, the
petition sponsors need to collect the
signatures of registered voters equal
to 10 percent of those who voted in
the last general election.
There is some question on who
will be eligible to sign the petition —
just those who pay taxes to TJC or
the entire Van School District. The
question will probably be settled by
the county court. "We’re just
determined,” said Mrs. Willing.
“People seem to be with me."
Mrs. Willing pointed out that
county taxes are going up eight per
cent, and there are other taxes such
as the public schools which must be
paid.
"But college age people can help
themselves,” she said. “I don’t feel
that other people should have to pay
their wav."
Appeal
(Continued from page 1)
of Appeals, probably in Tyler, ac-
cording to Carroll.
Appeals to the court of appeals
take a long time, however. The case
will probably not even be heard in
the court for a year.
In the meantime, Sanders will
continue to live in the Housing
Authority.
An appeal must be based on the
evidence presented in the trial to the
county judge, according to Monn-
ing. No new evidence will be allow-
The appeal court will address
whether Hilliard's ruling was cor-
rectly based on the evidence at
hand, and whether the correct pro-
cedures were followed by the various
courts who have ruled on the case.
The case was first presented to
Justice of the Peace R .G. Martin. He
ruled in favor of the Housing
Authority. Sanders then appealed it
to the county court which ruled in
his favor.
According to Echols, the
representatives will meet with those
employees to determine if the tax-
sheltered money program will con-
tinue to exist and if so, with what
company
The school district s five year plan
for the upcoming school year con-
cerning the areas of reading,
mathematics, and citizenship, was
approved by the board.
Administrative Assistant A1
Rholes reported to the board that
the costs of the junior high school
renovation will be approximately
$41,000.
A list of four transfer students was
approved by the board.
In executive session, the board ap-
proved the substitute teacher list
and hired the following employees:
Brian Anthony, wood shop; Susan
Echols, choir; and Ralph Frith, bus
driver.
