Dear Friend
Water the dominant problem in
Texas is the target of new a'
tack
Legislation creating the Uni ter I
States Study rommissioti on eight
great rivet basins in Texas was
enacted into law by the last Con-
gress It was my privilege to in-
troduce the bill.
Now, as one of my first acts
of the new Congress, I have in-
troduced an amendment broaden
ing representation on the Com
mission by:
Adding to the Commission a
Metnhei tit-Large, appointed by
the Governor of Texas, who would
lepigsent the Texas Board of
Water Engineers.
Separating the Guadalupe und
San Antonio River basins to pro
vide a Commission mcnibci for
each.
In cooperation with State agcti
cies, the Commission is responsible
I’ui preparation of plans aimed at
fullest utilization of Tcxa ‘ land
and water resources.
That i good. But it i- not
iiough.
Texa i< not alone m facing a
water prop lent. Not is the South,
west. This is ii problem of tho
Nation. It calls for total attack.
The foi mula for success in su<di
an attack was blueprinted two de-
cade- ago Survival of the free
world was at -take Tin* Nation
was threatened from without. The
answer was found in the “Man-
hat ten Project " The goal was to
unlock the inner secrets of the
atom The project succeeded.
A new era of opportunity was
opened to all mankind.
Today, the water problem
threatens the future of the Nation
from within. Piecemeal attack is
not enough Successful solution
demands unity of spirit and unity
of action.
It i* my firm hope the Senate
will - during this Congress lay
before the President and offer
to the people a program through
which Texas and the Nation may
solve our dominant common prob-
lem.
The time lots come when We
must dedicate the resources, the
mental talent, the can-do pirit
of our Nation to a second "Man

VALUE OF WATER and its
conservation is emphasized in the
unrecoverable losses that resulted
on the Rio Grande during P.'fiH
Shortly after the Falcon dam, be-
low Laredo, was completed a few
years ago, the biggest flood in
modern history came Engineers
estimated that savings from flood
damages alone more than paid
the cost of Falcon's construction.
And the less severe floods of
11*58 furnishes furthei proof of the
need for another dam t" conserve
and protect. Col. L. II Hewitt, l .
S. Commissioner for tin- Interna-
tional Boundary and Watci Com
mi - ion, has just reported to me
that if the proposed Diablo Dam
above Del Rio bad Is'i-n built and
in use last year, savings would
have amounted to i*tl pereelit of
our share ut the cost of construct-
ing it. Total value of flood waters
that would have been conserved
and damages prevented would have
amounted to an estimated $12.5
million.
