The Blue Ribbon
Meeting at Detroit
Detroit, Mich., July 27.—The blue
ribbon meeting of the Detroit Driving
Club opened today under conditions
that promise one of the best race
meetings held here in years. The
meeting marks the second link in the
series of Grand Circuit meetings for
the season. As in previous years the
two feature events of the week will
be the Merchants and Manufacturers
2:15 trot, stake $10,000, and the
Chamber of Commerce*2:13 pace for
$5000. These two races are looked
forward to with great interest by fol-
lowers of the turf, as it is conceded
that the horse capable of winning
either is the one that will show to the
best advantage in the future stakes
to be raced in the Grand Circuit.
Mrs. Miller Died.
Mrs. Miller, niece of Mrs. A. W.
Elkins, died at Troup Saturday even-
ing at 8:45, after a short illness. She
left a babe only a few days old. Mr.
and Mrs. Elkins went up to the fun-
eral.

rivers and harbors appropriation bill. , That hill on Its face called for
$43,330,000, the largest cash appropriation ever carried in a measure df
this kind. One of the sharpest criticisms is that, aside from these direct ap*
propriations and authorizations, the bill under what Senator Burton of Ohio
calls its “dribbling system” really Implies the ultimate expenditure of untold
millions on projects of little if any value, One of the striking illustrations
of alleged extravagances of the measure Is the item for the carrying on pt
tfie improvement work on the Mississippi river between the months of the Mis-
souri and Ohio rivers. That-.work was begun in 1881 with an estimated tot;H
t cost of $16,000,000.~ Already $17,000,000 has been expended on the project and

Moose Gather in Milwaukee.
Milwaukee, Wis., July 27.—Mil-
waukee is blossoming out in holiday
dress in honor of the Loyal Order of

-Moose, whose annual convention
holds forth here this week. The res-
ervation of hotel accommodations' in-
dicates that the convenion will be
by far the largest and most represen-
tative in the history of the order.
Delegates will be present from prac-
tically all of the states. The local
committees have completed an elab-
orate program for the ■ entertainment
of the visitors. A mammoth street
parade will; he the spectacular fea-
ture of the-gathering.

Two very interesting witnesses in
the mysterious murder of Mrs. Wil-

liam Bailey, the Long Island woman,
who was shot to dj$th in the office
of Dr. Edwin Carman at Preepart,
were the daughter of the doctor and
E. T. Bardes, an insurance man, who
lived near.
The young daughter, not yet old
enough to appreciate the gravity of
the charge against her mother, told
the coroner at his inquest that she
was sitting in the lower floor of the
Carman house at the time " of the
shooting, and she was certain she
had not seen her mother there.
Bardes said he was near the Car-
man house at the time of the shoot-
ing. He heard a shot and saw a
woman, his description of whom fit-
ted Mrs. Carman, walking to the rear
of the house. There was located the
back door, through which a woman
might have disappeared
house. Bardes is employed in an in-
surance office. He refused to come
forward at the beginning of the case
for fear so much of hie time would i
he taken up he would lose his place.

of his employer he was directed to
tell all he knew. He then consulted
a priest who gave him the same ad-
vice. He went on the witness'stand
before the coroner, and he may be-

annual convention of the United
States League of Local Building and
Loan Associations ’ opened in this
city today .with an attendance of dele-
gates representing nearly all parts of
the country: The sessions will con-
tinue three days and will, be inter-
spersed with a trip to Mount Vernon
and other features arranged for the
entertainment of the visitors. Re-
ports prepared for presentation to
the convention show that the past
year has been one of prosperity tq
the building and loan associations in
general, gratifying gains having been
made both in assets and membership.

State Banks Show
Heavy Deposits

Austin, Texas, July 27.—There now
is $2,813,328 to the credit of deposi-
tors in 0 the saving departments of the
30 state banks which maintain such
departments. • This is the statement
of the commissioner of insurance
and banking. He believes the show-
ing excellent, and also an index of
healthy growth. In the past year 15
of these banka have established sav-
ings departments. All this money,
he reports, is invested in first *olaas
Securities except $149,505. Of tfie se-
curities $1,976,933 is invested in first
liens on real estate. Several appli-
cations now are pending for estab-
lishment of savings departments by
state banks.
Corporations Watched.

Austin, Texas, July 27.—Corpora-
tions chartered chiefly for promoting
purposes are being materially re-
stricted through the blue sky law
passed by the last legislature, accord-
ing to reports received here. Secre-
tary of State Weinert has held up ap-
plications to sell stock for quite a
number of these concerns because
they would not meet the somewhat
drastic requiremens of this law. The
deparment has made an - individual
examination into the assets of -each
firm applying to sell stock. Mr. Wei-
nert says he believes the law is prov-
ing beneficial to the state as a whole.
