favorably by the senate irrigation com-
mittee, becomes a law.
This bill provides for a bond Issue
•f $350,000,000 to provide a capital
fund for the construction of grent Irri-
gation and drainage projects thonghont
the United States by ths United States
Reclamation Service. This Is not, how
ever, to bs, issued all in one year, as *t
will take several years to build up a
Working organisation of sufficient mag-
nitude to handle such a tremendous un-
dertaking, *
The bond issue will bs spread over a
series of seven or eight years, not to
exceed #50,000,000 to be Issued in any
one year.

WHAT ONE INCH OP RAIN-
FALL ACTUALLY MEANS
When the weather bureau report*
that an inch of rain has fallen it
means that the amount of water that
descended from the sky In that par-
ticular shower would have covered
the surrounding territory to a depth
1 of one Inch if none of it had ran off or
soaked Into the gronnd. It means that
on one acre of ground enongh water to
fill more than 000 barrels, or 45 gallons
each, has fa tie a. That quantity of
water weighs more than HO tons.
If the shower covered 1,000 acres
which would be a very small shower
indeed, 110,000 tons of water would
fall from the the cloud*. Rainstorm*
frequently cover whole states and oft-
en two ar three, or five or aix inches f
of water fall* In one storm. In that
ease the weight of water that falls to
the earth is simply enormous. A sin-
gle widespread and heavy storm might
result in n hundred billion tons of
