May 1974 look 9 lives in 8 fatal
accidents that occurred in 5 of
the 21 counties that comprise
Hie Corpus Christi district of the
Texas Highway Patrol, reports

Hidalgo County reported four
rural traffic deaths while
Nueces County, Lavaca County,
Starr County and Jim Wells
each reported one rural traffic-
deal It
A total of 296 accidents were
investigated by the Texas
Highway Patrol in this district
during May 1974 In addition to 9
persons killed there were 189
injured in Hie 8 fatal accidents
and in Hie 106 personal injury
accidents There were 182
property damage only acci
dents investigated by the Texas
Highway Patrol
A Comparison Summary of
accidents investigated by the
Texas Highway Patrol for the
fifth month of 1974 with the
same period of 1973 shows that
the number of fatal accidents
decreased by 24 There being 47
fatal accidents in 1974 against 71
such accidents in the fifth
month of 1973
The number of people killed
reflects a decrease of 48 (107 as
compared to 59 for this same
period in 1973)
There were 783 people injured
in the first five months of 1974 as
compared to 1042 in 1973 This
reflects a reduction of 259 less
people injured
There was a decrease of
personal injury type accidents.
449 in 1974 as compared to 530 in
1973 for a decrease of 81
Property damage only type-
month of 1974 shows a
substantial decrease of 397 over
the same period of 1973
The Veterans Administration
reported recently that Califor-
nia, with 3.2 million veterans,
leads the nation in veteran popu-
lation, followed by New York,
Pennsylvania, Illinois and
Texas.

The Texas Parks and Wildlife
Commission recently approved
a policy which puls a price lag
on the fish killed by pollution
And those guilty of pollution will
be asked to pay for the damage
they cause.
The new policy is an extension
ol the present policy of seeking
lull mitigation for fish and
wildlife losl to public water
resources development and
other public construction pro-
tects
Under that policy, mitigation
measures include, but ape not
limited to, donation of lands to
replace hunter opportunity loss
and payment for fishery
management techniques such
as construdlion of spawning
areas, seining areas and
nursery cove areas
The new policy seeks mitiga-
tion tor fish, wildlife and habitat
losses occurring as a result of
man-made pollution Mitigation
measures include, but are not
limited to. direct replacement
ol fish and wildlife destroyed or
payments equal to the mone
tary value of fish. wildlife and
their habitat
The value of (lie fish killed
due to a pollution incident will
be determined from a tentative
guide prepared by the depart
menl's inland fisheries staff
The guide deals with freshwater
fish only and assigns value as to
size and species killed
When possible, values for
saltwater fish will be based on
their commercial values
For example, a one-inch
largemouth bass is assigned a
value of 10 cents while a 12-inch
bass would be worth $2.25.
Values are placed on large
mouth bass, smallmouth bass,
spotted bass, sunfish. walleye,
sauger, blue catfish, channel
catfish, flathead catfish, bull
heads, striped bass, white bass,
yellow bass, northern pike,
shad, buffalo, salmonidae and
pickerel
A guide for determining the
value of aquatic habitat lost as a
result of pollution is being
developed This guide will be
used to determine mitigation
for damage to Texas waters
when no fish kill is involved,
according lo department per-
sonnel.
Values of wildlife species and
upland habitat have yet to be
developed
