DOVE SHOOTING
• The Texas Legislature, meeting in
special session next month will be
asked to harmonize State and Fed-
eral regulations dealing with mourn-
ing dove and white-winged dove
shooting, it was announced here to-
iday by Will J. Tucker, Executive
Secretary of the State Game, Fish
and Oyster Commission.
Such action, it was explained,
would prevent future confusion such
as exists at present as a result of
several conflicting open seasons in
Texas, and would restore , hunting
■opportunities in a large area in which,
because of conflicting regulations,
.anting at all will be allowed this

provide dove hunters with maximum
hunting privileges offered under
Federal regulations.
“The Game, Fish and Oyster
Commission of Texas,” Tucker ex-
plained, “Does not have the author-
ity to make regulations to take care
of the present emergency, as is af-
forded game administrative bodies
in many other states and* therefore,
it is powerless to relieve the pre-
sent mixup.”

Panhandle section is the only portion
of the State in which there is no
conflict between State and Federal
regulations. This section, in which
hunting will be allowed from Sept.
1 to Oct. 31, is composed of Yoakum,
Terry, Lynn, Garza, Kent, Stone-
wall, King, Cattle, 'Childress and all
other counties to the north and west.
The dove season situation in other
parts of Texas - - a situation that
will continue unless the Legislature
untangles it—was summarized by
Tucker as follows:
In that part of the north zone
apart from the Panhandle Section an
open season for both -kinds of doves
will open Sept. 15 and close Oct. 31.
The zone line separating the north
and south zones is the Southern Paci-
fic railway in Val Verde and Kinney
Counties, ithe north boundary of Uvals
de and Medina Counties, the Southern
-Pacific and the Missouri Pacific
railways in Bexar County and to Aus-
tin in Travis county, the H. and T.
C. railway from Austin to the Bra-
zos River, up the Brazos to the Beau-
mont branch' of the Santa Fe, along
■that road to its juncture with the
H. E. and W. T. railway and follow-
ing that road to the Louisiana bor-
der.
It will be illegal to shoot dove in
Maverick, Karnes, Wilson, Guada-
lupe, Caldwell, Gonzales, Lavaca,
Hogg, Starr and Zapata Counties are
south of the Texas-Mexican railway.
An open season for mourning
doves from Oct- 1 to Nov. 15 is pro-
vided by both State and Federal reg-
ulations for that part of the Coastal
zone located north of the Texas-
Mexican railway. This area includes
Uvalde, Zavella, Dimmit, Medina,
Frio, LaiS'alle, Atascose, McMullen,
Live Oak, Bee, San Patricio, Aran-

Matagorda, Ft. Bend, Brazoria, Har-
ris, Galveston, Chambers, Jefferson
and Orange counties, and the north-

Coastal zone is part of the old South

Tucker summarized the results of
limitations imposed on game regu-
lations by present State law as fol-
lows:
Mourning dove hunters in all of the
north zone, except the Panhandle
will be deprived of two weeks hunt-
ing available under Federal regula-
tions.

“The officially announced Feder-
al regulations provide an open season
•for mourning doves and white-wings
in the Panhandle from Sept. 1 to
Oct. 31, and in the remainder of the
state from Sept. 15 to Nov. 15.
“As matters stand, however, Tex-
as dove hunters, if they act in com-
pliance with Federal and State reg-
ulations, must adhere to opening
dates fixed by Federal authorities
and to closing dates fixed by State
law. The penalties for violating
Federal regulations are somewhat1
•more severe than those provided by
the State law.
■ “Many members of the Legislature
have said that when they meet in
special session in September the con-
flicts which exist at this time will be
ironed out through passage of a bill
coordinating the two sets of regu-
lations. If this is done there will
be an open season in the Panhandle
counties during the months of Sept-
ember and October and in the re-
mainder of the State during the per-
iod from Sept. 15 to Nov. 15. This
woipd wipe out the old zone lines
that have heretofore existed in Tex-
as, but would create a new Pan-
handle zone.”
Tucker explained that Federal
authorities permit an earlier season
•in the Panhandle because of the open

its high altitude and the known fact
