of Transportation, 200 E. Riv-
erside Drive, Austin, Texas,
until 1:00 P.M., April 9. 1997,
and then publicly opened and
read. It is the bidder's respon
sibility to ensure that the sealed
projiosal arrives at the above:
location and is in the hands of
the letting official, by the speci-
fied deadline regardless of the
method chosen by the bidder
for delivery.
This contract is subject to all
appropriate Federal laws, in-
cluding Title VI of the Civil
Rights Act of 1964. The Texas
Department of Transportation
hereby notifies all bidders that
it will insure that bidders will
not be discriminated against

Childhood Disability
Regulations providing guide-
lines on how the Social Secu-
rity Administration will apply
the new definition of disability
for children were published in
the Federal Register on Febru-
ary 11, 1997. Welfare reform
legislation passed on August
22, 1996, requires that a child's
impairment or combination of
impairments will be considered
disabling if it causes "marked
and severe functional limita-
tions." Letters have been sent
to about 263,000 children who
may have their cases reviewed
under the new guidelines. For
those found not disabled, ben-
efits will not stop before July 1.
