that a reform so gigantic as that of
really purging the rolls will be at-
tempted by either the executive or
legislative departments. Some-
thing will be done in the way of
punishing the most glaring cases
of fraud bu;t nothing that will re-
duce the. expense even $5,000,000 a

When we take this for granted,
we assume that an adequate revis-
ion of the tariff must be accompa-
nied by an increase of the tax on
whiskey, by the restoration of the
tax oh sugar, or by the imposition
of a graded tax on ail abnormal in-
comes.
All these taxes have grave dis-
advantages. The restoration of
the sugar tax would be the most
unjnBt and most utfwise step that
could betaken if it could be avoid-
ed, as it caa be by an increase of
tfie whiskey tax or by the levy of a
tax on incomes. <,
Under all the circumstances, the
latter tax seems preferable. Cer-
tainly it will neVer do to allow the
tax to be put back on sugar; and
certainly the democratic party
must not losethe chance it now has
to reform the tariff. For if the
work is not done in this congress

ciation meeting, held at Dallas, Tex.-,
May 9th to 12th inclusive, 1893, the

The destination this time was Chicago
and the World's Fair. The Iron Moun-
tain Route between Texarkana and St.
Louis, was selected as the Official Line,.
.This selection on the part of fhe Texas
l*ress Association was a wise one, for,
the reason that the Iron Mountain Route,
with its connections, has done more to
advertise “The Lone Star Spite’.'*

than any otlier railroad, and the selec-
tion of, this line for the trip to the
World’s Fair is a recognition of the
