City's Fiscal Report . . .
Coat'd, from page 1
Counci linen Howe told of a com-
plaint he had received from a
citizen protesting any law en-
forcement action on the part of
area Texas Department of Pub-
lic Safety patrol units. Howe
said the citizen had been given
a warning ticket tor driving his
vehicle without headlights.
A report from Chief Turn-
bough revealed that from 156
cases on record in the city
during the month of May only
seven were handled by highway
patrolmen.
In a letter addressed to Walk-
er, Turnbough presented a de-
tailed report of the seven cases
but added that the assistance of
DPS men “is appreciated".
Manager Walker said both he
and the police chief welcomed
help from the DPS and that
“as far as 1 know, the state
highway patrolmen have every
legal right to perform law en-
forcement duties any place in
the state."
Both the city manager and
the police chief expressed ap-
preciation of the cooperation
and aid from locally based DPS
units.
Councilman Howe said that
the complaining citizen admit-
ted his guilt "but he Just didn't
want to be stopped."
Pat Crenshaw, a local citizen
attending the session, asked to

“I see violators, potential
murderers and all types of
offenses being committed
around here every day,” Cren-
shaw said. “1 think the Texas
Highway patrolmen should be
commended and we should be
thankful we have them to help
us."
In other action, the council.
—Approved payment of
$3,500 for the city’s 1972-1973
fiscal year audit report.
—Tabled action on a request
for extension of a water line
on Johnson Avenue after hear-
ing Manager Walker remind
them of an ordinance prohib-
iting the city from full expen-
diture of such a project add-
ing that "it would cost between
$15,0000 and $18,00 and it would
serve only about five or six
houses."
—Approved a request from
the city manager for permiss-
ion to have two old unused
concrete water storage tanks
in Newbery Park removed.
Walker said the two tanks are
a "hazard" and serve no pur-
pose.
—Tabled action on a request
from Bennie Humphries that he
"be given a reason tor an order
from the city to remove a sign
on the seawall advertising a
Port Aransas motel”. Hump-
hries said the sign had been
maintained properly, did not
pose a traffic hazard or eye-
sore and "it’s part of my liv-
ing.” He was told by Buck-
master and the city manager
that an ordinance prohibiting
the placing of signs on the sea-
wall was passed after Hurri-
cane Celia in 1970. Action was
tabled.
—Authorized the city man-
ager to advertise for bids on
fuel supplies for the city.
—Authorized the city man-
ager to proceed with the sign-
ing of necessary documents to
instigate the beginning of Phase
n of the city’s storm and sew-
er improvements at Conn Brown
Harbor in cooperation with the
Environmental Development
Agency.
Sitting in on the council meet-
ing as legal counsel was Rich-
ard Hatch III, law partner of
City Attorney Ronald Yeager,
who became a father Monday.

Herndon said surface lows
in the Gulf of Mexico com-
bined with upper level lows in
West Texas have been respon-
sible for the unusually large

"And it appears we’re in for
more rain before this month is
over so we might end up with
another record.
In describing June 1973 as
the "windiest" month on rec-
ord, Herndon said wind gusts
averaging 35 mlles-per-hour
were recorded on six days earl-
ier this month.
“Usually June is very calm
for wind around here," he said.
On Tuesday, June 12, low and
fast moving clouds released a
total of 1.85 Inches. The city
was under official tornado
warning periods twice on June
12 and again on June 13 when

firmation of a tornado on June
12 seen moving in a south-
easterly direction over Copano
Bay and another about 10 miles
north of Rockport on June 13.
The twister on June 13 picked
up a pick-up truck parked near
