Every extra bathroom adds from
1600 to $1,000 to the loon value of
a house, according to bankers who
are quoted in an article, “How
Quality Plumbing Helps to Make
Safe Real Estate Loans," In a re-
cent issue of the Banker’s Monthly.
Faulty and obselete plumbing
and the lack of an adequate num-
ber of bathrooms is blamed for the
fact that many old houses are dif-
ficult to seU or rent. - An official
of one of the leading property
management firms in Chicago who
wsa Interviewed said:
“ft is hard to get people to look
at a house with only one bath-
room, and when they do look at It,
the first thing they do is to try to
find some place where they can
put in another bath room. What
many old houses need more than
anything else is a little rejuvena-
tion In the plumbing.’’
An official in the loan depart
ment of a bank in Wilmette, a
north short suburb of Chicago,
says, “To be saleable in this com-
munity, a house with three bed-
rooms must have at least, two
bath rooms. If all the bed-rooms
an dbath-rooms are upstairs, a
downstairs lavatory is very desir-
able.”
STURGIS, Mich.. Nov. 14.—(U.P.)
—It is unlawful to play any musi-
cal instrument on Sundays, or be-
tween the hours of 10 p. m. and 6
a. m. here, a reading of old stat-
ute books in the city offices has re-
vealed. Numerous other laws, yield-
ing a curious insight into the life
of decades ago, were found to be
still technically in force.
Kite flying was found to be ex-
pressly forbidden on certain of the
main streets, while bicyclists were
required to ring a warning bell at
least 30 feet before meeting a pe-
destrian. The bell had to be ap-
proved by the city marshal, toe.
Use of sling shots within the city
limits was prohibited, while Ordi-
nance 62 demands that “drivers of
vehicles other than those motivated
by horse, or other beast, shall stop
same vehicle and steam or other
motive power be shut off 10 rods
from the horses approaching or ap-
proached and render assistance in
enabling the horse team or teams
to pass in safety.”
Children under 16 were not per-
mitted to loiter “in the streets, al-
leys, or other public places after 8
p. m. from April 1 to Sept. 30, and
after 7 p. m. from Oct. 1 to March
31,” unless accompanied by parents
or a note of permission. A curfew
warned children when it was time
to turn homewards from the
“streets, alleys or other pbulic
places.”

President to Ask For Sys-
tem of Discount Banks to
Aid Security Holders.
WASHINGTON, Nov. 14.—Presi-
dent Hoover announced Friday
night he will ask congress to estab.
lish a system of home loan dis-
count banks to relieve institutions
dealing in these securities and to
open the way for a revival of home
building.
By the move, he expects a new
attack to be made on unemploy-
ment, which he considers is due in
“a considerable part to stagnation
in residential construction.’’
An initial capitalization of $150-
000.000 for the new banking.sys-
tem was suggested by Mr. Hoover.
With this base he is confident that
more than $1,800,000,000 for home
building couldf be financed.
The, capital would be raised by
subscriptions from the institutions
to participate. If this did not pro-
duce sufficient funds, the presi-
dent would have the government
appropriate the remainder to be
repaid later.
He emphasized “there is no ele-
ment of inflation in the plan, but life
simply a better organization ofl{
credit for these purposes.”
The home loan system' would
deal in both city and farm prop-
erties and would be established on
the lines of the federal land banks
—one institution in each of the 12
federal reserve districts.
