council’s public petition will give
the necessary evidence to the House
of Commons of the national demand
for abolition. r
Suggests Method
Sir Herbert has also suggested
that instead of. in the first instance,
abolishing the death penalty by law ...
the House might pass'a resolution de- ^
siring the Horn* Secretary to re-
prieve! in* all cases of death sentence.
In Calvert's views there are seri-
ous objections to that course. .'He
says:
SCrirainologisdi agree that cet*
tainfy of punishment, is a great
crime deterrent. Once, it is establish-
ed that the law is not what it seem- n(

ried out? Only the legal abolition of gf
capital punishment can meet the case ■■
with the proper finality and Blgnim^
cance.”
The scale on which the petition is
expected to be signed can be indi-
cated by the fact that some years ago
the Society of Friends, which is not
a very large body, produced a pe-
tition for this purpose with 2b,000
signatures. The hew petition will be

abolition.
The arguments against
according to Mr. Calvert, are weaker
every year, as it becomes more and
mote recognized that, so far the death
penalty being a deterrent, it has
meant that modern juries art less
and less inclined to convict on a cap-
ital charge, and an acquittal in apeh
case does npt necessarily imply fail-
ure to detect the perpetrator of the
crime. , „ 1

replies that In those four states the
matter became a question of purely
party politics and would not be set-

point -is that thirty-three states now
