Barry, Administrative Secretary, Office of the Secretary of Defense, Washington, dated June 8, 1949. Barry advises that the Secretary requested that he inform Carswell that the officials of the Army are best quailified to answer Carswell's questions regarding aid for the families of enlisted men.
