Born in Amherst County, Virginia in May 1925, Tucker was a freshman at the Virginia Military Institute when Japan attacked Pearl Harbor. Graduating with a civil engineering degree, he entered the Navy in November 1944. When he completed boot camp he was sent to Midshipman’s school. Upon graduating in May 1945, he was commissioned.
