REVIEW OF PROPOSAL FOR
ASSESSMENT OF STUDENT LEARNING GRANT
Submitted by
NorthTexas Institute for Education on the Visual Arts
This is a first year proposal for assessment of student learning, however the timeline
covers September 1993 - June 1995. It is proposed that two schools will initially
participate (4 classroom teachers and 1 arts specialist from each school). After the initial
year, it is proposed that more schools and districts in the consortium will be involved.
The proposal brings up questions. Initially, it is stated on page one that 1992 was the
third year of the NTIEVA Institutes, and that grade levels had been progressively added
each year: K - 1, K - 3, then K - 5. Then it is further stated that because of the sequential
approach, this proposal focuses on K - 4. Why is grade 5 omitted? Never again in the
proposal, after page 2, is kindergarten mentioned. Writing assessment information is
given later in the proposal for grade three only. What is planned for the other grades?
The participating grade levels need to be confirmed and reasons given for their selection
beyond, "One of the most critical factors in assessing student learning for those students
who are a part of ... (NTIEVA) is the age level of students", (page 1, paragraph 2). Why?
Goals are listed for the project, but do not relate to assessment outcomes. What
assessment information do these involved in the project hope to gain? Responses to the
five areas requested for review follow:

are discussed in the "Regional Institute Student Assessment Grant Guidelines?"
The stated project goals are: 1) involvement in decisions, 2) utilizing teachers as
evaluators, 3) utilizing the Texas Assessment of Academic Skills (TAAS) guidelines for
teaching and assessing student writings, and 4) the integration of curricular units in the
summer 1993 institute (utilizing museum reproductions and postcards), and a holistic
assessment strategy. In each case there are statements related to the goals, but the
relation of those statements to the Student Assessment Grant Guidelines are generally
