Commissioners deny subdivision
Medina County
Republican Men’s Glib
The Medina County Republican
Men’s Club met March 23 in the
Hermann Sons Steak House in
Hondo. Seventeen men and four
women attended.
Speaker was Charles de la Torres
of San Antonio, who served as Pat
Buchanan’s election manager for the
San Antonio area in 19%.
De la Torres pointed out that U S.
citizens must become active in the
political process if we are lo recover
moral status—that which distin-
guished the United States in the
world. He said that if one disagrees
with what is being done, one must
let our political leaders know
He used quotes from the country’s
founding father, George Washington,
to illustrate his theme. A lively dis-
cussion followed his presentation.
Commissioners denied qtproval to
the Devine Hills Subdivision after
hearing from a prospective land owner.
Surveyor A) Armstrong appeared
before the court asking for final ap-
t?* ‘ proval on the Devine Hills Subdivi-
sion. Before going over a final check-
list, Judge David Montgomery asked
to hear from Theresa Mullen, who was
against final approval of the subdivi-
sion.
“The lot that we bought is 90 per-
cent under water,” said Mullen.
Commissioners questioned how
Mullen has purchased a lot when final
approval has not yet been given.
According (9 Mullen, Developer
G.G. Gale sold her the lot.
“If we had known it was under wa-
ter, we would qot have bought it,” said
Mullen.
“Id like to know how many other
lots have been sold illegally,” said Pre-
cinct 2 Commissioner Stanley Keller.
Commissioners quickly denied final
approval and advised Armstrong to
amend the drainage problem.
“These lots should not have been
sold until final approval was given,”
said Montgomery. “This is what we’re
trying to prevent from happening with
our new rules,” he added.
* Eric Hartzell from Grantworks,
discussed with commissioners the
resolution in support for,a 1999-2000
Texas Community Development Pro-
gram Community Development Fund
Grant for the D’Hanis water control
and improvement
“This is the same money that was
granted for the roads durinjhhe flood
of 1997,” said Hartzell. **
Medina County
Commissioners
He explained that the grant would
be used for water and sewer projects.
“D’Hants has expressed an inter-
est in improving water, and the dis-
trict will match the funds,” said
Hartzell.
D’Hanis citizen Dean Zinsmeyer
informed the court that the water stor-
age unit being used now is above the
maximum level according to the
TNRCC.
"We applied for this grant so that
we would not have to raise taxes for
water,” said Zinsmeyer.
Judge Montgomery read the reso-
lution and asked Precinct 3 Commis-
sioner Henry Santos what he thought.
“I’m all for it,” said Santos. With
this, commissioners approved the
resolution.
* Eric Hartzell again approached
the court asking commissioners to
approve a resolution to a Colonia
Planning Fund-Comprehensive Plan-
ning Grant.
“This grant does not have to b*
matched and is the first step to look-
ing at unincorporated areas that need
water and sewage,” said Hartzell • ;
He explained that by asking for the
grant the county has nothing to lone;
Montgomery again read the reso-
lution and commissioners approved^

Kelley discussed a contract betwedl
Medina County and Community Ctf*

appeared to be the same as previous
years except for improved wording!

contract, which he said was a mistake
made last year also, concerning the
billing.
After careful reevaluation, Mont-
gomery scratched out a section of th^
contract and initialed it. He said he
would call CCI and discuss the mat-
ter further with them, and have them
initial it also.

TFB urges support of Ag assistance bill

THE HONDO ANVIL HERALD

Waco -The president of Texas’
largest farm organization is appeal-
ing to the Texas Legislature for as-
sistance as Texas farm families face
the prospect of another bleak year.
Bob Stallman, president of the
Texas Farm Bureau, wrote a letter
to all Texas Senators this week urg-
ing support for the Ogden Bill, a
package of assistance for Texas ag-
riculture, which is reeling from the
affects of drought in two of the last
three years and continued low com-
modity prices.
The bill, introduced by Sen. Steve
Ogden (R-College Station), provides
for a rebate of up to 30 per cent of
feed, seed and fertilizer crop inputs
by individual agricultural producers.
Assistance would be limited to the
lesser of $15,000 or twice the prop-
erty taxes paid on agricultural val-
ued land.
“The funding of this program
could be particularly important to
producers in 1999,” Stallman wrote,
“Federal assistance, to this point, has
been very short in dollars and slow
to teach the producer.”
In the letter. Stallman also ex-
pressed his appreciation to Governor
George W. Bush, who designated
167 drought stricken Texas counties
as eligible for federal disaster assis-
tance.
“Many parts of Texas have not re-
covered from last year’s drought,”
Stallman said, adding that, in many
areas planting a crop would be fu-
tile, with not enough moisture for the
seeds to sprout
Stallman said it is still too early to
write off the 1999 crop, but linger-
ing affects of the 1998 drought and
low commodity prices have left ag-
riculture in Texas “in a very desper-
ate condition.”
Stallman, a rice fanner from Co-
lumbus, asked the Senators to sup-
port S.B. 706, the bill introduced by
Ogden.
