Formed in 1892 as a book club, the XXI Club's bylaws required 21 members because at the time, most homes that hosted meetings were only big enough for 21 people. Over the course of the club's 121-year history, its scope broadened from literature to social and women's issues. The XXI Club and two other women's groups eventually formed the City Federation of Women's Clubs. In 1899 the federation established Abilene's first public library.
