member institutions to enlist their support of the educational,
cultural, and business leadership of the North Texas region; and
(b) developing and implementing a model institute for providing
in-service education at the elementary level on the discipline-
based approach and the Texas essential elements for school
administrators, classroom teachers, arts specialists teachers,
museum educators and docents who, in turn, will provide the
leadership for full-scale implementation in their respective
institutions.
The objectives of the North Texas Regional Institute for
Educators on the Visual Arts are: (1) to emphasize to the
leadership of the consortium member institutions and the
educational, cultural, and business leadership of the North Texas
Region the importance of a comprehensive, discipline-based
education in the visual arts for every student; (2) to establish
a quality in-service educational program in discipline-based art
education which incorporates the Texas Essential Elements in Art
for principals, elementary classroom teachers, arts specialist
teachers, museum educators and docents throughout the North Texas
region and ultimately throughout the state and nation; and (3) to
initiate a systematic implementation program of a comprehensive,
discipline-based program in the visual arts in the consortium
member schools.
The Getty grant ($625,000) and $134,000 of in-kind
contributions from the consortium member institutions will be
used in combination with $398,000 in matching funds to provide
intensive staff development in discipline-based art education for
classroom teachers, art specialist teachers and museum docents
who, in turn, will implement district-wide DBAE programs in the
elementary schools of the consortium member institutions. The
Institute will conduct a wide array of activities, including
executive briefings and leadership retreats, preparatory
institutes for art specialist teachers and museum personnel,
summer institutes for teachers, principals, and docents, and
district-wide implementation of a DBAE curriculum. All aspects
of the Institute will be carefully evaluated by the North Texas
Center for Educational Evaluation, a component of the College of
Education at the University of North Texas.
The future cf the North Texas region - economically,
culturally, socially, technologically - is in the elementary and
secondary schools of this region. The education provided must be
a broad, well-balanced one which competes with the best in the
nation. The arts are an important component of a well-balanced,
general education curriculum as evidenced by the numerous
educational reform reports produced in the 1980s. Among other
things, art addresses the quality of life which our future
citizens will have. More importantly, current thinking and
research is underscoring the importance of the visual image in
learning in general. Visual literacy may well be as important in
the technological society of the 21st century as the basic
literacies of oral and written communication and computation.
During the course of the five-year staff development and
implementation project, school districts from around the state
will be welcomed to participate in the activities of the
