The Texas Public School financing system
violates both the state and federal constitutions.
Th t ~Lis the
unanimous opinion of a three-judge U-S District
Court panel which was filed with hhe court cler
in San Antonio just before the office closed
yesterday.
The three-judge strongly urged a restructur
of the system to meet guarantees of equal
protection under the law and set a two-year
deadline for its accomplishment.
The suit was filed as a class action in
July, 1968, by 15-parents and children who
resided in the Edgewood Indepenent School
District in San Antonio.
The panel warned that if the legilsature
further
fails to act the "will take such/steps as may
be necessary t6 implement both the purpose and
the spiritof this order."
The defendants were state education comm-
issioner J. W. Edgar abd the Texas Board of
