of gay PWAs slighted in allocations

A proposal to allocate federal Ryan White C.A.R.E.
Act grant funds among Dallas agencies neglects the
needs of gay men with AIDS, leaders of two gay
community-based agencies charged this week.
The proposal was finalized on Wednesday by a
special council appointed to decide how to allocate
Dallas County's $1.3 million share of the C.A.R.E. Act
funds. Oak Lawn Community Services, the first local
agency to establish an AIDS Awareness and Prevention
program and offer non-medical services to local PWAs,
was shut out of the process because it turned in its
grant request two hours late, and will receive no funds.
The AIDS Resource Center "got almost shut out,"
stated executive director John Thomas following
Wednesday's vote. Under terms of the proposal, which
still must be approved by the Dallas County
Commissioners Court, the AIDS Resource Center will
receive just $24,563 of the $260,000 it requested.Ihe two leaders stopped short" ui
accusing the panel of bigotry against
gays. But they said that whatever the
cause, the process of allocating the
money virtually ignored the needs of
gay people with AIDS and HIV
infections.
"Nobody was talking about PWAs,"
Thomas charged. "Everybody was
talking about their agencies and the
recommendations and the mechanics of
this, but nobody was talking about
PWAs."
But he said that although he's
considered a gay activist, "I find that I
am so reluctant to charge bigotry. I tend
to think it reflects more of the 'Dallas
way.' You have a group of people who
go in and make- decisions, and
regardless of how badly th.
marginalized get shut out, everybody's
supposed to accept it. They don't want
controversy, they don't even want to
allow open discussion," Thomas stated
