In the first meeting on Sep-
tember 17th, the police depart-
ment asserted that the biggest
deterrent to lowering the crime
problem in the Oaklawn area is
the 'revolving door' policy of
the Texas prison system. Chief
Cannady contended that, if the
criminals the police caught were
kept in jail, the statistics would
show a significant decrease in
crime. Apparently, it is literally
a matter of months before most
criminals are released back on
the streets because if over-
crowding in the jails. The Chief
asked for support from theommission
nually on Cedar Springs. Sgt.
Earl Newsom of the Oaklawn

plans which would insure the
safety of revelers on the streets
and contend with the inevitable
disruption of normal traffic
