has been demanded^ by every
Democratic platform since 1910,
by both the Republican conven-
tions 1914, by the Texas Farm-
ers’ Congress, the Farmers’
Union, the Farmers’ Institutes
and the Bankers’ Convention,
and by eyery candidate for gov-
ernor since 1910.
It provides for no bonds. It
lays no burdens whatever in the
way of additional taxes upon the
people. It will allay. all enmity

Senate Joint Resolution 'No. 3

be added by the adoption of this
Amendment, and their salaries
increased from $4,000 to $5,000 a
House Joint Resolution No. 9
provides that the commissioners’
court of each county in the state
shall have the power when a ma-
jority of the qualified voters of
such county shall vote to create
such a fund, to create a fund. to
be known as a Students’ Loan
Fund, for the purpose of enab-
ling students of the public tree
schools of said county to borrow
money to be used in their educa-
tion for the purpose of gradu-
ating from the county public
schools and after graduating to
continue their education in any
fai&her institution of learning,
such fund to be created and ad-
ministered by the commissioners’
court.of each county as may be
provided by law. The legisla-
ture may authorize an additional
ad valorem tax to be levied and
collected within such county for
the purpose of raising said Stu-
dents’ Loan Fund, said ta» not
to exceed in any one year 20c on
tbe 100 dollars valuation of the
property subject to taxation;
provided that a majority of the
qualified taxpaying voters of the
county voting at an election to
fie held for,that purpose shall
vote for such tax.
Resolution No. 3 authorizes the
levy of a special road tax not to
exceed 50 cents on the 100 dol-
lars worth . of property in any
county, or subdivision of a coun-
ty, by a majority vote of the
qualified voters of said county or
subdivision of the county.
Senate Joint Resolution No. 18
provides for bonds for public im-
provements, such as levies,
drainage, roads and other im-
provements.
House Join t Resolution No. 1
authorizes a qualified voter to
vote for state officers, or any
proposition submitted to the vo-
ters of the state, in a precinct
other than his* home precinct,
under certain conditions. This
amendment also provides that, a
qualified voter must be a citizen
of the United States .in accord-
ance with the Federal naturali-
zation laws.
Joint Resolution No. 34 pro-
vides for the complete separation
of the A. & M. College from the
University and constitutes the
former an independent college.
It places each of these institu-
tions under its own governing
board. It provides for an equit-

route is a tri-weekly one, leaving
the Hallettsville office on the
mornings of Monday, Wednesr
day and Saturday, returning in
the afternoon. Salary of the car-
rier is $672 per annum. For any

bers of the Dallas convention.
According to A. M. Howard,
the party’s candidate for mayor
at the recent city election, and
who was chosen financial secre-
tary of the dissenting local, the
split in the Texas party is due to
dissatisfaction with the manage-
ment of its state affairs.
Said Mr. ^Howard: “Texas is
the only state in the union whose
Socialist party has no State ex-
ecutive committee. Here our af-
fairs are entirely in the hands of
the state secretary, T. A. Hick-
ey, our only state officer. Many
•of us are not content with his
management. It is true he was
elected by us and is subject to
reeall under certain conditions

Washington, D. C., June 28.—
A total of $4,000,000 in tolls was
collected for the use of the Pana-
ma Canal up to Juue 6. During
April the tolls for the first time
were greater than the cost of op-
eration and maintenance of the
canal by $84,112, the total for
the month being $442,415. Op-
erations for May indicate that
the tolls for that month* will wipe
oat the previous existing deficit.
These calculations do not take
into account interest on the capi-
tal invested in the canal.
Lake of Wine Burns.
Fresno, Cal., June 25.—The
main winery and storehouse of
the Barton Vineyard Company,
together with 700,000 gallons of
wine, were destroyed by fire to-
day. The loss is estimated at
half a million dollars. The burn-
ing wine spread out in a, lake of
which we attempted to recall
him. I do not make any charge
that Mr. Hickey would not give
us a fair count. But since he is
opposed to so many of our ideas
we think the most elective and
the quickest way for us to get
what we want is by the plan we
have adopted.

tion and have expressed them
selves opposed to any team work
with other state organizations,
we believe our men will be seat
ed.
