now pastor of First United
Methodist Church in Kenedy, is
in the Methodist Hospital in
San Antonio, and will be there

He submitted to surgery on

was sent back to the hospital
for treatment Dec. 17.

amount of $74,800 with an
additional $1,050 for an eposy-
type paint for the walls in
corridors and rest rooms. The
court rejected other alternate
bids for paneling and carpeting
of office space with the
epoxy-type paint finish for
walls included in the base.
The rejection of those two
alternate bids saved the county
$24,500. A 150 working days
completion date was set.
The work will include raising
the ground level around the
court house to a oneToot level

City Council Handles Full
Agenda Tuesday Night
The city council handled a
full agenda in a regular session
Tuesday with the meeting
opening at 8 p.m. and closing at
midnight. In the absence of
Mayor David J. Kern who was
attending a school conference
in Austin the meeting was
presided over by Mayor Pro
Tern Stan Webb III. Coun-
cilman Junior Ortiz was absent
because of illness.
Robert Goodwin of the
Goodwin Funeral Home in
Sinton was present to discuss
the matter of ambulance
service with the city officials.
He brought to the council a
report to show that his am-
bulance service had answered
274 calls during 1971 with 34 of
those runs being made to
Odem, including Bethel
Estates outside the city limits
(with 24 of the runs made to
addresses inside the city limits
and 10 in the Bethel Estates
area.) Nine runs were made to
Edroy; 72 to rural adjacent
areas; 36 false alarms were
turned in and 26 transfers were
handled. The transfers include
transportation from the county
to area towns such as
Galveston and Corpuw Christi,
otherwise the ambulance
service operates in the red, he
said.
Goodwin came requesting
that Odem share in the expense
of the ambulance service for
this town and its adjacent
areas. He estimated that the
city’s share of the expense on a
prorated basis would run in the
neighborhood of $1,008 an-
nually.
The council tabled the am-
bulance service matter for
further study.
Vernon Crouch, represen-
tative from the Generai
Telephone Co. of the Southwest
discussed a new type fire
alarm system for Odem, but
the council voted to retain its
present system with a few
minor improvements to assure
better siren service. A sound-
proof booth can be rented at $3
per month, or one can be
constructed to assure the
correct information as to the
location of the fire is made. The
siren sometimes makes it
difficult for the firemen an-
swering the call at the fire
station to get the correct
location of the fire.
The matter of an increase in
garbage rates was discussed at
length, with City Attorney
James Whitten recommending
“a non-discrimatory” rate be
set. It was decided that all

of Certificates of Obligation.
The court adopted a
resolution calling upon Gov.
Preston Smith to initiate
legislation in the forthcoming
Special Session of the
Legislature, and to urge its
passage, whereby the state of
Texas will be empowered to
refund to the various counties
participating in the Food
Stamp Program a portion of
State sales tax equal to the
county’s share of the cost of
operating the Food Stamp
Program. The resolution was
adopted and copies will be sent
to the Governor, to the state
representative, state senator,
to the texas Association of
Counties, to the U. S. Senator
and U. S. Congressman, to the
Secretary of Agriculture and to
Mrs. Huge Cook, State Welfare
director of the Food Stamp
Program.
In further business the court
agreed to look deeper into the
possibility of purchasing the
Mathis Veterans of Foreign
Wars clubhouse and one and
one-half acres of land for a
health clinic, and county
building in Mathis. The
property is for sale at $23,500.
The purchase of the concrete
block building which has
potential enlargement as it
stands would eliminate the
construction of another
building to serve as a much
needed county building in
Mathis. The clubhouse con-
tains 2,720 square feet of floor
space. The estimated floor
space for a clinic building was
set at 900 to 1,000 square feet by
Dr. A. F. Tasch at the time a
clinic space was requested
when it became known that the
present building being used as
a health clinic in Mathis would
not be available after the end of
1971. (A four-month extension
of time was made after the
owners of the building were
assured that concrete plans
were being made for a new
location for a clinic building.
Needham Smyth of Smyth
and Symth, architects, told the
court that he had received
tentative figures of $14 per
square foot for construction of
a new building for the clinic.
The court tabled action on
the request of three funeral
homes for county aid in
operating ambulance service.
The court also approved the
Sinton Airport Board to award
