Judge sides with homeowners
Developer ordered to surrender control of neighborhood association

A district judge has agreed that a
Denton developer should surrender
control of a neighborhood association, a
key win for a group of homeowners bat-
tling for self-determination.
Two years ago, homeowners in This-
tle Hill, an upscale neighborhood on
Denton’s south side, sued the developer,
Ryan Road Partners and Debra John-
son-Stafford. They had been question-
ing the use of the annual homeowner
dues they had paid to the developer’s
management company, Ryan Road
Management, since 2000.
In October, Denton District Judge
Jonathan Bailey ordered Johnson-Staf-
ford and her companies, Ryan Road
Management and Ryan Road Partners,
to turn over control of the small subdi-
vision to the homeowners, saying the
current structure violated state law.
According to court records, John-
son-Stafford has asked the judge to de-
lay enforcement until he clarifies some
questions she has about the order, a
hearing that likely won’t come until
January, according to the plaintiffs’ at-
torney, Tammy Cole.
In the meantime, Johnson-Stafford
asked the court that the homeowners
still be required to pay annual dues, ex-
pressing concern for how current obli-
gations, such as utility bills, would be
met without the payments.
Through an email from her attorney,
Bill Woods, Johnson-Stafford declined
to answer questions, saying that be-
cause the case was still active, it was “not
proper to do so under the circumstanc-
es.”

Small Business Saturday

Shoppers’ senses were instantly overcome with
holiday aromas and gifts to fulfill anyone’s wish fist
as they stepped into Courthouse Collection on Sat-
urday afternoon.
Courthouse Collection was just one of many
downtown Denton merchants taking part in the
fifth annual Small Business Saturday event found-
ed by American Express.
“Alot [of people] don’t realize howthey can real-
ly increase our tax base and keep the money in the
community by shopping small,” said Karen Wilson,
owner of the shop, now in its 23rd year.

COLORADO CITY (AP) - To
put people at ease, Shilo Harris pulls
his ears off.
It’s a small joke; a bit of humor to
break the ice and allowthose he meets
the chance to see past the scars.
Harris, 40, is a former Army sol-
dier who was injured when his
Humvee was struck by an impro-
vised explosive device — how the
military refers to homemade bombs
— near Yusufiyah, Iraq, on Feb. 19,
2007. The blast killed three men in
the vehicle, all friends, and Harris re-
ceived bums over much of his body.
