Goose Creek trustees spent the better
part of their open session meeting on
Monday reviewing and discussing ad-
ministration’s revised Shared Decision
Making plan in preparation for approv-
ing the document during a December
board meeting.
The district’s previous Site-Based
Decision Making plan led to trouble in
April when it was used, in part, to justi-
fy the desire of teachers and adminis-
trators to implement block scheduling
at Robert E. Lee High School. Trustees
did not oppose the plan outright, but di-
rected administrators and teachers to
form a unified curriculum for both
high school campuses.
However, several teachers filed
grievances with the Texas Education
Agency complaining that the school
board violated not only its own site-
based shared decision making plan, but
also the spirit of the Texas Legislature’s
initiative in that regard. Those griev-
ances, and further actions, are still
pending.
But to eliminate any future problems
of this sort, trustees spent some two
hours Monday scouring through each
of the plan’s 24 pages — pecking
through the nuances of the proposal
while administrators looked on. At
heart in this process was the boards’
stated desire to have a proposal that
reads consistently throughout, and does
not depend heavily on educational ter-
minology, especially as the plan be-
comes available to the community.
On one page, for example, Trustee
Edward L. Hildebrand Jr. directed ad-
ministrators to reword the phrase “suc-
cess connection,” claiming that “public
documents should be free of any lingo;
that may be misleading.”

For its part, the plan delineates how
new ideas are proposed at the campus
and district levels, as well as which dif-
ferent groups are responsible for study-
ing the ideas, developing proposals
from them, and bringing the ideas to
the board level for discussion and ap-
proval if necessary. The Site-Based De-
cision Making plan also works to detail
the make-up and roles of different cam-
pus groups such as the Instructional
Leadership Teams and the Instructional
Leadership Council.
Trustees began reviewing the docu-
ment on page one, and left no area urn
touched. In some instances, the quesr
tions focused on syntax — such as the
difference between stating that a group
“shall” have parental involvement or
“must” have parental involvement in j
order to meet.
So much time was spent discussing
the legal liability behind wording using
the term “must” that Dr. Clarence Al-
bus Jr., board president, began referring
toitas“theM-word.”
In other instances of discussion,
trustees questioned the proposed make-
up of different councils and groups,
such as Trustee Ben Basquez suggest-
ing that more parents be included in the
district-wide Instructional Leadership
Council so that the one parent repre-
sentative presently invited is not intimi-
dated by the administrators and teach-
ers in the group.
