Texans to decide gay marriage ban Nov. 8
BY KELLEY SHANNON
Associated Press Writer
AUSTIN — A proposed
Texas constitutional amend-
ment to ban same-sex mar-
riages pits conservatives
against gay rights activists in
an increasingly contentious ■:
campaign.
Voters on Nov. 8 will
decide if the state’s constitu-
tion should define marriage
as only between man and
woman. It’s the latest vote in

I the case has caught the attention of
I educators both on the local level and
1 beyond who see “job order contract-
i ing” as an efficient method to turn
around crucial projects during a time
crunch.
Job order contracting is a relatively
new delivery method allowed by Texas
law that enables districts in some cases
to forgo the conventional bidding
process in favor of a contract with one
company to be the default provider of a
range of services.
Construction firms that aspire to
provide a job order contract must use a
universal catalogue that lists standard-
ized prices for thousands of services.
Companies compete by adding a coef-
ficient, which factors in their compen-
sation for labor and profit, but need
not compete to provide the lowest price
on an individual project-by-project
basis.
Proponents say job order contracting
is efficient in completing jobs on a
smaller scale by eliminating timely
Li bidding methods. Opponents say the
process is inherently non-competitive
and therefore ripe for abuse.
