Brown Box 5021 Abilene, Texas Dear Mr. Brown: I am writing this letter as a follow-up of my letter to you on June 5 concerning the financing of the Farm to Market Road Program in Texps. Underthe original Colson-Priscoe Act the Legislature provided for an annual expenditure of 30 million dollars per year for construction of farm to market roads. Half of the program is paid for out of the general Revenue Pund and half from the Highway Fund. The law 'id not provide any money whatsoever for the maintenance of these roads. It is my personal feeling that Legislation is urgently needed to rectify the situation that exists today. In order to pay this type of Legislation I believe it will be necessary to take some type of drastic action such as the Slack Bill in oraer to get enough public auoport to amend the original C.:lson-'riscoe Act.
