Dear Truett:
I have just react a copy of 1{-1048, and I am just as op-
posec to this bill now as i was when i wrote you on March 21,
last month. I am opposed to the will for three basic reasons:
1. The budget of the state of Texas is not in any cond-
ition to take on the additional expense of unmet meai-
cal aid to recipients of aid from the State Lepartment
of Puolic Welfare.
C. nfaitional "aid" too often kills the incentive of peo-
ple to do for themselves. Just as we spoil a child by
providing him with everythinE, he soon begins to "ex-
pect" and eventually loses the initiative that is so
essential to success in life. We already have numer-
ous examples of those who are looking forward to age
b5 when they can receive Social Security, Ula Age
Assistance, Veterans' Pension, or some other type of
pension. Industry has oeen known to aid this type
of thinking by offering jobs with lowered income to
b5-year-old employees so they can both collect their
Social Security and maintain a partial job.
3. A bill like this, while encouragin both creeping
Socialism, Stateism, and Socialized Medicine, tends
to remove all incentive for the recipient to seek his
own financial security while burdening the majority of
the able-bodieC taxpayers to the extend they are unable
to provide their own old age security (i.e., investments,
business ventures, or savings.)
I do hope the 57th legislature, who is already in trouble
trying to get out of the red, will deem it unwise to take on
additional financial burdens such as HB-1048 would impose, just
