June 10, 1959 Mr. Paul H. Scott 1945 North 5th St. Ruidoso, New Mexico Dear Mr. Scott: I deeply appreciate your recent letter in which you asked me to oppose House Bill 16. This Bill pro- vides that the financing of the farm-to-market road program would be transferred from the General Revenue Fund to the Hi'hway Fund. At the present time, t30 million each biennium comes out of the General Reve- nue Fund for this purpose that could be diverted to the operation of our general state government, which is so badly needed at this time. The Texas Hivhway Department now spends about 800 million each biennium, so I don't believe they would very seriously miss x'30 million; therefore, I plan to vote for douse Bill 16 when and if it comes be- fore the Legislature. I am sorry that we happen to disaree on this par- ticular proposal. Please write me again when some- thing comes before the Legislature in which you are interested. Sincerely yours, Truett Latimer
