Dear Mr. Kempner:
How much ought I to give to the United Jewish Appeal in 1950?
That question will be agitating many Jews in the months ahead.
Because what you do will influence the decisions of hundreds of
others, I take the liberty of sending you this personal note.
My purpose in writing to you is to see whether we can - early
and effectively - influence the final result of the 1950 campaign
on whose outcome the lives of so many people completely depends.
Giving becomes a pattern in each community. If the leaders weave
that pattern with skill and great-heartedness, everybody else re-
sponds in kind.
It is our thought to assemble the gifts of several hundred men
by the end of February and to announce them simultaneously throughout
the country. Each gift is, of course, made only to the community in
which the donor lives and not to the national campaign. But by en-
abling the national United Jewish Appeal to make announcement at this
early date of a substantial number of good gifts, we can establish
the atmosphere in which the rest of the country will give.
How much depends, in international terms, on the success of the
United Jewish Appeal this year has just been emphasized in a solemn
document issued by the United Nations. In response to a resolution
of the General Assembly, the U. N. created a United Nations Economic
Survey Mission for the Middle East, which was headed by Gordon R.
Clapp of the United States. That Mission has just issued its report.
Its findings on Israel are tremendously encouraging - but they are
also shocking. This objective, international body - in no way re-
lated to the Jewish community - came to the conclusion that a decline
