The U S Army Corps of Engineers has
concluded that navigation on the Sabine
River is not economically feasible
After about three years of study, the
Corps of Engineers has decided that
further study of the navagational
potential of the river is unwarranted
in its report on the study, the Fort
Worth District of the Corps said

study indicated that all alternative plans

Chief engineer Leland Wilson of the
Corps Fort Worth office explained what
elements determine the feasibility of
such an undertaking The major factor
is the cost-benefit ratio. This encom-
passes the cost of constructing the dams

on the area and balancing this against
the savings in transportation costs and
availability of goods to be shipped "
The Corps' report said the accepted

The commerce was projected to increase

increase from $4 7 million in 1995 to Sil
million in 2044 The average annual
navigation benefits would be $6.4 million
Construction of a 221 mile long
navigation project to transport the goods
was estimated to cost $1 7 billion
Using these figures the Corps decided
that the benefit-to-cost ratio would be too
low to justify the project
In the case of the Sabine River study,
the lignite produced in this area is used
mostly for onsite power generation
"Since this was the pivotal factor not
considered in the earlier study, and no
other large shipping need had developed,
benefits were just not enough to justify
such an undertaking." said Wilson
Currently a simular project is
underway for the Red River to improve
navagational potential as far north as

The Sabine River Navigation Study
was authorized by a resolution of the
Committee on Public Works and
Transportation of the United States
House of Representatives and was
conducted by the Fort Worth District in
coordination with federal, state and local
officials and the public
The first such study was conducted in
1967, at which time it was determined
that economic gains would not be enough
to justify such a project The discovery of
major lignite deposits in the early 1970s
and the Arab oil embargo, however,
prompted Longview concerns to request
a second study
explained that through careful planning
and use of the hospital's maintenance
staff, PGH has spent only $104,000 of its
$125,000 budget
The facility will provide sophisticated
equipment for monitoring patients on a
moment to moment basis and seeing to
their special needs Candidates for the
unit will be those suffering from cardiac
illness, surgical complications or a life
threatening disease

Before," said Kelly, "we could care
for such patients only to a certain extent
Special attention could be given to
seriously ill patients, but we had no such
monitoring capability "
Nurses who will work in the new
facility have already received special
training Nineteen nurses have traveled
to Kilgore for ICCU instruction, covering
everything from monitoring to medica-
tion and emergency techniques
Kelly said Panola General is working
to price such special care compettitively
with other area facilities Per day. a stay
in the new ICCU will be $190 Henderson
charges $210, Longview $240 and
Shreveport $230
Equipping the unit has been the most
costly part of its completion One bed,
several of which have been donated by
hospital contributors, costs $1,3300 The
computer monitor alone was $32,000 and
support modules for each of the four beds
cost $10,000 An expense well worth it
for our patients," said Kelly
