Q: Why do chemical companies
have flares? Are they harmful to
human health or the environment?
Are they wasting fuel?
A: Petrochemical plants and
refineries have always had by-
products with no available market
and waste, in amounts too small or
too dilute to recover economically. •
According to police, Garza was
formally charged after other leads
led to legitimate physical evidence.
He was also positively identified in
a photo line-up.
Merkel also said that the incident
was isolated and not gang-related.
"Our philosophy is that you put
all of your resources into solving
these type of crimes," Merkel said.
“The criminal investigations divi-
sion's determination, dedication
and tenacity really paid off."

TEXAS PRESS ASSOCIATION
Situations that result in flaring are:
Plant start-up and plant shutdowns,
process upsets, and emergency
pressure reliefs. When the flare
lights up generally something
outside of normal operation is
happening. A flare, just like a
home heater or water heater,
converts flammable hydrocarbon
gases (such as natural gas or
propane into carbon dioxide and
water - two naturally occurring
materials). Because the combustion
process of a flare is usually 99.6
percent complete, the flare can be a
potential source of emissions to the

In 1949 when Mrs. Annie
Ruskey enrolled in the first class at
Alvin Junior College at age 48, she
didn't know that she was starting a
trend that would be continued
throughout the history of the
college. Even though it was novel
at that time to sit in a college
classroom with 18 and 19-year-olds,
Mrs. Ruskey, a widow whose son
was serving in the armed forces,
was determined to establish a career.

closeness that existed between
students and faculty. They were so
caring in guiding us to our career
goals," relates Mrs. Hatch.
The buses are now gone, but the
close and personal contact between
student and instructor remains one
of the major assets of Alvin
Community College.
Many of the students in the 1949
class are now established
businessmen and women in the
community. Don Parks, owner of
Parks Restaurant, and Jamie
Blackwell, owner of Blackwell Fill
& Sand Co., are just two examples
of the many students who have
remained in Alvin to become pillars
of the business and civic
community. Don and Jamie were
members of the first A.J.C.
basketball team.
The most convenient and
environmentally sound disposal
method has been to bum these
materials in a flare. Now, energy
and feedstock prices have increased
enough to make recovery of many
of these materials profitable. Also,
environmental awareness has led
industry to try to reduce waste.
Thus flaring is now a less common
practice than it used to be. Flares
typically burn vapors which are
displaced and vented from tanks,
ships, barges and trucks being filled
with another fluid. Flares generally
attract lots of attention because they
are so visible. However, the are
used to safely dispose of flammable
materials and to minimize
emissions to the atmosphere.
He recently retired from Amoco and
is well known in the community
for his 45 years of volunteer service
with the Alvin Fire Department. He
currently serves as the Fire Chief of
Alvin.
Virginia Vilha Eernisse, Don's
wife, was a senior in high school
who also took college classes in
1949. Today that is called
concurrent enrollment, and a
number of high school students
participate in the program.
Mrs. Eernisse, a community
activist who serves on the State
Board of Mental Health and Mental
Retardation, recalls that the college
students were given a designated
"smoking lounge" so that they
could have a special status. (The
smoking lounge no longer exists.)
Virginia relates, "Dean Meyer was
the one who really promoted the
junior college concept and
developed it until it was
implemented. He served as
Principal of the high school, as
well as Dean of the College."
