Water quality dropped signifi-
cantly over much of the lower Col-
orado River basin in March as
heavy rains washed tons of pollu-
tants into the water.
Two of the 14 locations tested for

counties who expend a large portion
of their budget on investigating and
prosecuting a capital murder with a
reimbursement for a portion of
those costs from the state. Some
rural counties actually find them-
selves in debt due to the costs of
capital murder cases.
"Capital murder trials arc without
a doubt the most costly criminal
trials held in any county of Texas.
The effect just one such trial can
have on some rural county's budget
is devastating," Rep. Turner ex-
plained, "Capital murders trials
usually arc accompanied by costs
for a team of attorneys, investiga-
tors, law enforcement, scientific
evidence, and a long term jury.
Many people complain of seeing
spots in front of their eyes. Though
it may not interfere with their vi-
sion, it is nonetheless a disconcert-
ing sympton.
Most likely the spots are "floaters."
These are due to tiny specks of dead
tissue - no more than a few cells -
which come away from the lining of
the eyeball and float about in the
fluid with which it is filled. These
appear to the person who has them
as flecks, or motes of dust. Generally
speaking, they are of no signifi-
cance at all, though they can be
annoying. On the other hand, if they
increase greatly over a short period
of time, they should be checked.

for Open City Government
A major priority of the city council should be to keep citizens
informed of major projects. Well advertised and open council
meetings will ensure public concerns are considered prior to final
decisions on important community matters such as land acquisition,
extension of city services and similar endeavors.
For Llano to prosper in the future another major goal which we
should work toward is for the city’s infrastructure to be brought up to
basic permanent standards:
• Water and sewer services should be upgraded and sewer
hookups provided to all city residents.
• City streets should be properly maintained and paved.
• Additional fireplugs should be installed to provide adequate
fire protection throughout the city.
I believe in the future of Llano and working together positively to
make it happen. I ask for your vote and support.

a fee which mainly benefitted rural
counties. The objection has now
been removed because House Ap-
propriations Chairman Robert
Junell, D-San Angelo, granted the
request of Rep. Turner and other
rural representatives for state fund-
ing of the reimbursement program.
The House Appropriations bill,
HB 1, currently has $3 million
dollars ear-marked over the next two
years to fund Turner's bill. Due to
the state monies designated for his
bill, Rep. Turner has agreed to
greatly reduce the cost of court fee
to satisfy the concerns of the urban
counties.
