To promote uniformity in Reports and Retnrns, and to prevent illegal and
irregular details, the following instructions are given:
I. All enlisted men detached from their companies will be reported in
Company Ieturns as absent on detached service; but state in a note-in two
classes-the number of men so reported on duty with the Regiment, and
those not with the Regiment but with the Brigade.
In Iegimental Returns all men reported as absent from Companies, but on
duty with Regiment, will be reported as present on extra or daily duty. In
a note will be given the number of men absent from Regiment but on duty
with the Elrigade, which class will be reported in Brigade Returns as present
o,n extra or daily duty,-. Enlisted men in ('harleston Hospital will be reported
as absent sick.
RIegimental Conmmanders will put the names of all officers absent from
tieir conma nds on the back of Tri-lonthly returns, giving date. where, and
by whose authority absent.
II. riders s of the War Department forbid the taking up of enlisted men as
oticers, or to report officers in a new grade, no matter whether they have been
counmissioned or not, until they have been mustered in for the grade to which
they ave eet promoted.
The rei'mark "' Conmissioned, (giving date and grade,) but waiting muster-
in" must be placed opposite their names. They can, however,be placed on duty
in their new grA des as soon as commissioned.
Ill. The number of Enlisted men reported on extra and daily duty is
altogether too large, and many irregular and illegal details are reported.

of a company can assist in the company writing, and company buglers and
guido iealers can perfot m all the necessary orderly work for a company.

ordicrlies will only be detailed for Regimental and Post Head Quarters,
Telegra'pi Offices andi by lirigade Head Quart ers. The number of men
detailed for otlderlies and for the Quarter Master's, Conmnissary, and Hos-
pitait l)ep.i~t:ments, must be reiucred to the lowest possible limit and to
actual ncc ssity, and all men otherwise detailed will be at once sent to
their companies for duty.
IV. , ll public horses in the possession of Regiments, no matter in what
capacity used, will be reported on returns.
V. Commanding Officeis will be held responsible for the prompt obedience
of thie.e instructions.
