again; DADT
repeal stymied
But fight to end anti-gay policy continues as Collins,
Lieberman vow to introduce stand-alone repeal bill

The Senate rejected an attempt to bring the defense authorization bill
to the floor Thursday afternoon, Dec. 9, at about 4 p.m. EST, apparently
killing prospects for repealing "don't ask, don't tell" this year.
However, shortly after the vote, Sen. Joe Lieberman, an Independent
from Connecticut, and Maine Republican Sen. Susan Collins announced
shortly afterward that they plan to introduce stand-alone legislation to re-
peal the anti-gay military policy.
Senate Majority Leader Harry Reid of Nevada reportedly told Lieber-
man he would use Senate rule No. 14 to bring the repeal measure directly
to the floor of the Senate, skipping the usual committee hearings.
The vote on close debate on the defense authorization bill was 57 to 40,
three votes shy of the two-thirds majority needed to pass.
Collins was the only Republican to vote to close debate, even though
moderate Republicans Scott Brown of Massachusetts, Mark Kirk of Illinois
and Olympia Snowe of Maine had said they favor repealing DADT. Sen
Lisa Murkowski of Alaska also voted against cloture, even though earlier
this week she, too, had said she would vote to repeal the policy.
Collins had been working with Lieberman to broker a deal in which
enough Republicans would vote for cloture to end debate and send the
bill for an up-or-down vote, where it would need only a simple majority
