WASHINGTON Oct. 7. Pridpnt Wilon it conferring with
the prrmirrt of the entente nation over the form of nwer to b
made to Germany' latett peace proposals. The indication are that
it will not be d snatched for a day or two.
While there mny be some question as to the form of the reply
tix re is no question whatever as to its nature. It may not use th
short and forceful terms "unconditional surrender" which would
reflect the sentiment which has come from the spokesmen of the
nation but it is sure to convey to the German government very
clearly the fact that nothing lest than the terms already laid down
can be accepted and that those terms cannot be made merely "the
basts for negotiations" as to an armistice such a ttep would b4
looked upon at suicidal and not to be thought of.
By this time Prince Maxmilian't note and that of Btron Bur

EXCHANGES HAVE TWO FOLD PURPOSE.
The exchanges now going on have a two-fold purpose!
"Obviously the American government would not pro
ret'd to ve ak for the other belligerents on a matter of such
importance without consultation among them and it it pur-
poied to avoid the mistake of making a curt and peremptory
rrjection whih could be used by the central powers be-
fore thrir own people to bolsirr the argument that they are
waping a 'defrnaive' war and that the objects cf the co-bri)(Ti-pt
are 'to tk-htroy them.' "
1. at kin p offirinl iiiiounri mcnli of what the president hat
!one it is highly prohahle that he hat taken one of these two
(ouraen:
Either he has axltt-d Primers Lloyd George Clemen-
! ceau and Otlando to adviae him of their replies or mora
' ! liUelv still thr president already has formulated a reply
and axltrd the premier fur their acquiescence.
PUBLIC OP.NION Ar.AINST ACCEPTANCE.
. Ihe temper of d- hale in the Mnate today and the general tono
' '" of public opimtin in the Unil H Stales as expressed in the newt-
1 papr comment are n very fair index of the governments views.
J he rnijrrnim if opinion in the senate dvhate was that the offer
xhould he rejei t i I he prat tit ally unanimous public opinion at
reflected in newpuper all over the country was that no peace
terms short of tin oii'l tmnnl i.urrtndt-r could be diacusred.
It ii very dear that the reply will not be only an answer to
Germany and her allies but a statement for the historical record
i ' ' of the world. It is realized ot every hand that a rejection of
ii- Pc" offer munt he a ronvni inr ie and one which will justify the
- " prolonijinK of the nsr to th.- end-. ou iit. It is realired that it must
! ne convininr to tin p.iple of Cre.it Hntain. France Italy and the
v United States so thai t!ie may he warned against the intidioaa
iv dnKrT f throwing the hard won victory so near their grasp.
and at the same tin- leave no onrrtunity for the militarist lead-
ers of the central power to lure their people on to more bloodshed
and sacrifice.
