a likollhood of heavy taxes to meet

In interest rateB" said Prof. Sprague
' bat It la possible that this teudeucy
may bo off-set by some shrlnkagu In
tho European demand for capital. The
raere fact that tho total of capital af-

would have1 been had there boon no
war la not sufficient in useii io u..b
about au advance in Interest rates
There must be an intense demand for
capital.
"Conditions must bo favorable for
..... ...minvmnni nf something like the
i.ime amount of capital aa was being
used before the war began. That bo
much capital can be profitably used
i.. uom imnrohable. There will
not be so many people especially
skilled workers to make use of It.
Seme of the debts incurred by the
belligerent countries represent tho
