NOMINATION A SURPRISE.
The appointment of Governor Hughes
was received throughout Washington wlUk
the greatest satisfaction. The announce-
ment however came as something of a
surprise despite the fact that It had been
generally understood for days that the
position was to be tendered to him.
President Taft had been warned In ad-
vanre that Governor Hughes might no
be able to accept because his service as
governor of the State of New York had
practically depleted his small private for-
tune and he felt the necessity of again
entering the practice of law in order to
earn a competence for himself and bla
fannlv This did not deter the president
however and he had optimistically await-
ed a replv.
The first overtures regarding the ap-
point me ni are said to have been con-
ducted through Senator Koot of New
York. It was not until Friday last that
the president wrote a formal letter of-
ferlng the place to the governor. That
