County District To Notify Owners
The Central Appraisal District of
Erath County will soon notify all
property owners of their new values for
the 1982 tax year.
The new values will be used for all
taxing districts within the Appraisal
District, with each taxing entity levying
its individual tax rate to the value.
Some types of property will experience
an increase in value of 400% due to the
• increase in market value since it was
last appraised. Some property values
will go down due to the increase in
Hearings Set
For August 11
Dublin citizens will be given a
chance to voice their opinions or
concerns about nursing home care
when open hearings are held here on
August 11.
The hearing is to be held in the
Dublin Nursing Center and is set to
begin at 2 p.m.
There will also be a hearing in
Stephenville at Mulberry Manor
beginning at 10 a.m. on the same day.
The hearings are held under the
auspices of the Texas Department of
Health.
school taxes will be the same as 1981.
Chief Appraiser Bachus encourages
each property owner to check their
value notices for the right property
description, size of lot, acreage,
addresses or other mistakes that need
to be corrected. Bachus also said the
notice will contain a flyer encouraging
each property owner that does not
agree with the value placed on his
property to visit with the appraisers
and they can go over the class, square
feet, lot size etc., and correct any
mistakes that are evident.
The Appraisal District has had to
appraise over 35,000 accounts for the
1982 tax year and are now establishing
appraisal calds for each Piece of
property. Heretofore each school, city
and county have had different account
numbers and descriptions, these have
now been correlated into one number
and one description for all taxing
authorities in which the property is
located.
The 1982 Board of Review has been
selected and the members and officers

(Rancher, Bluff Dale), Lillian Crow,
Vice-Chairman, (Retired Assessor and
Real Estate, Stephenville); Dorothy
Watkins, Secretary, (Real Estate,
Stephenville); Maxine Dameron,
Partimentarian, (Business,
Stephenville); W.T. Culpepper,
(Building Contractor, Dublin); Henry
Turney, (Farmer, Rancher, Purvis
Community); Herline Hassler, (Retired
School Principal and Administrator
Consultant with Tarleton,
Stephenville); Bill Neal, (Dairyman,
Lingleville); J.D. Thompson, (Business,
Morgan Mill). The Appraisal District is
authorized by law to have up to nine (9)
members and they will work in panels
of three (3) to expedite the hearing
process.
Each property owner that wishes to
meet with the board must request such
meeting in writing, on a State Property
Tax Board form. These are available at
313 N. Belknap, In Stephenville, and at
the Dublin School Tax Office at 408 N.
Camden, Dublin.
Wheat Farmers Can Take
Part In Insurance Plan
Registration
Slated Aug. 12
Mrs. Ermanell Hurst, principal of
Dublin Elementary School, has
announced that kindergarten through
fifth grade students will register
Thursday, August 12, from 8:30 to 11:30
a m. Registration will be in the
Elementary School building.
School will begin Thursday, August
19. This will be a full day of school with
buses running their routes and the
lunch room serving meals.
Junior High Principal Ed Stafford
said that registration for junior high
school students will be at the same
time in the Dublin Junior High School.
D1SD Board To
Meet Tuesday
The Dublin Independent School
District board of directors will meet for
their regular monthly meeting
Tuesday, August 10, at the high
school. According to Dublin
Superintendent Vernon Gibson, a
hearing involving the DISD budget is
on the agenda.
The session is set to begin at 7:30
p.m.
Laquey Gets
TTU Degree
More than 1,700 students at Texas
Tech University received degrees In
commencement exercises at the
conclusion of the 1982 spring
semester.
Degree recipients included Russell
Laquey, Route 5, Dublin.
Erath County wheat farmers can
participate in a new All-Risk insurance
program that includes yield
guarantees based on their individual
production records. The program,
known as Individual Yield Coverage
(IYC) was announced by Ardell M.
Kalmbach District Director of All-Risk
Crop Insurance.
Kalmbach explains that the plan will
provide higher levels of insurance
protection for wheat producers who
can verify higher than average yields
for at least the most recent three
years. In the past, insurance
guarantees have been based on the
average yield in the area where the
crop _ produced. Farmers
Interested In participating should
contact the local ASCS Office in
Stephenville for information
concerning yield verification
procedures. I
All-Risk Crop Insurance, whish has
been expanded to replace the Disaster
Payments program abolished by
Congress a year ago, is designed to
provide reasonably priced protection
against the loss of money invested in
crop production. A subsidy by the
federal government reduces the cost of
carrying insurance by as much as 30
percent, according to Kalmbach. The
policies are available thorugh private
insurance agents.
The deadline to apply for insurance
on 1983-crop winter wheat in Erath
County is September 15th. Growers
wishing to participate in the Individual
Yield Cpverage program, however, are
urged to contact their ASCS office as
far in advance of this date as possible
to allow time for yield verification.

program were treated to a swimming
party Monday evenino The program
was entitled "Space Capers" and the
swimming party was appropriately
dubbed a "Splash Down." Carolyn
Holden, librarian, has been in charge
of the summer reading program.

Comptroller Bullock Announces
$1.3 Billion Texas Budget Surplus
State Comptroller Bob Bullock
unveiled the biggest budget surplus in
Texas history Thursday, but warned
“there are thorns among the roses."
The record $1.3 billion budget
surplus will nrtean the Legislature will
have $5.1 billion available for spending
in January 1983, over and above what
was available in January 1981.
“This surplus is the result of the

good times we have had," Bullock said
in a capitol press conference. But the
Comptroller cautioned Texans that
"the growth we are predicting today is
substantially less than we have seen in
the past 10 years."
Although Texas is the "flagship of
the United States economy,” and has
led the nation in the creation of new
jobs, Bullock said, "The recession has
come to Texas. Our economy has
begun to slow down. We are beginning
to see significant drops in some major
revenue sources."
The Comptroller pointed out Texans
do not pay corporate or personal
income taxes and have not had a tax
increase since 1971. “Last year alone,"
Bullock said, "31 other states
burdened their citizens with higher
taxes."
Bullock announced the surplus with
an official revenue estimate, which the
Texas Constitution directs him to
make for each session of the
Legislature and “at other times as may
be necessary to show probable
changes."
Bullock noted an expected drop in
federal funds coming into the Texas
Treasury will make other revenue
sources more important to the state
budget in years to come. He cautioned
those involved with the investing of
state funds and leasing of state lands
to "be looking closer than ever to make
sure these important revenue sources
reap the greatest possible benefits for
the state."
Street Dance Enjoyed By
large Dublin Crowd
The Friday night Street Dance
sponsored by the Dublin Chamber of
Commerce was the best yet, according
to the group of folks who danced until
11 p.m.
Jack Pratt, chamber president,
announced that there will be a dance
again next month on the fourth Friday,
if there Is continued Interest. He urges
all who are enjoying the dance to be
sure to tell the business people they
are in contact with, because these are
the people who are financing the
dance.

wishes to thank Jamie Jewell and the
Country Combination for the fine job
they did Friday night and to the
following Chamber members who went
that extra mile-in helping support the

Registration
Set AtCJC
Cisco Junior College is making
preparation to begin its 1982 fall
semester. All entering freshmen
attending the Cisco campus are to
report to the Harrell Fine Arts
Auditorium at 9 a.m. on Tuesday,
August 24, for orientation.
All returning sophomores should
schedule appointments with their
faculty advisor on August 24 or 25.
Approval from his/her faculty advisor
will be needed to register.
Registration for the fall semester at
the Cisco campus will be held In the
Student Union Building from 9 a.m. to
noon and 1 p.m. to 4 p.m. on Thursday,
August 2®, end Friday, August 27; also
from 6 p.m. to 8 p.m. on August 26 only.
Dormitories will open at 2 p.m. on
Monday, August 23. The cafeteria will
open at 7 a.m. on Tuesday, August 24.
Classes will begin August 30 at all
locations, but lata registration will
continue through September 9 during
regular office hours (8 a.m. to 5 p.m.) at
the Registrar's Office onthe Cisco
campus.

Henderson Sales
Hit By Robber
Henderson Sales, a Dublin
business, was the victim of a break-in
and robbery this past weekend.
According to police, the burglary is
believed to have occurred sometime
early Sunday morning.
Criminals made off with $250 In cash
and a Regency 4 Channel Scanner In
the heist. .
Dublin Police have no suspects at
this time, but work continues on the
case.

Attends Camp
Kristi Boutcher, daughter of Mr. end
Mrs. Rex Archer of Rt.l Box 53A In
Dublin, was one of about 100 students
across the state to attend the Junior
High School Bend Camp at Abilene
Christian University July 11-16.
Miss Boutcher is a student at Dublin
Middle School.
The week-long camp was directed
this year by John Whitwsll, director of
bands at ACU. Camp • activities
included performance in the camp
band, section drills, rhythm studies
and elective studies.
