quitt which appears in this issue
of the Jimpleoute cannot be too
highly commended and appreci
cinted by the entire Northeast Tex
aB That it will carry with it con-
viction of what will be gained by
the improvement no one can ques-
tion The letter is straightforward
and in the interest of the people
The high position he takes is thor-
oughly appreciated by those who
have given the matter thorough
study for yearB Such a statement
coming from such high authority
necessarily carries with it greater
weight and has greater influence
than perhaps mOBt any other In an-
other respect the letter of Commis-
sioner Colquitt is of vaBt import-
ance it substantiates and verifies
the claims and statistics furnished
Senator Culberson and Congress-
man Sheppard which they pre-
sented to the reviewing board in
February last The reviewing
board cannot now question the vol-
ume of business heretofore sub-
mitted to them if at any time they
were disposed to do so It is be-
lieved that they will now thorough-
ly understand tho very great im-
portance of having a water point
within the State so that it be made
a basing for all freights within a
given limit Doing this will in no
way lessen the earnings of tho rail-
ways but will have tho contrary
effect by increasing it A distrib-
uting point is beneficial in every
respect That the raviewing board
will now give to this section what
it has for years been deprived of
there is not the slightest question

We learn that the heavy rain of
Tuesday night caused the dam on
Woods Lake about seven miles
south east of tho city to break and
the rush of water carried away tho
dam gin and mill also many fine
game fish that were in the lake
Mr JameB Wood who had his lake
stocked with 6ne trout feels their
loss very much The fish were
scattered all over the lowlands be-
low the dam and some trout were
picked up that weighed 8 pounds
and others of 6 pounds The grist-
mill and cotton gin washed away

letter which I have received from
Hon O B Colquitt one of the
Railroad Commissioners of Texas
in reference to the navigation of
CypresB Bayou Capt Wooten es-
timates that the waterway between
Jefferson and Shreveport can be
put in navigable condition with an
expenditure of < 525000 You will
observe that is Mr Colquitts
judgment practically this amount
would be saved in reduced freight
rates in ono year Mr Colquitts
statement to the effect that the
Texas Railroad Commission would
make Jefferson a water basing
point and that this would involve
a saving of half a million dollars
yearly is certainly a powerful ar
guement in behalf of the restora-
tion of navigation to Jefferson Mr
Colquitt haB always Bhown the
liveliest interest in the proposition
to restore navigation to Jefferson
and I am sure that his efforts are
appreciated by all I have filed
Mr Colquitts letter with the re-
viewing board of engineers With

lowing statement showing amount of
business done by that line from and to
stations from Texarkaoa to Mineola
also on the year ending Dec 311005

I assume that with the navigation of
Cypress Bayou up to Jefferson that tho
samo rates would apply to Jefferson
that now apply to Shreveport La Es-
timating the benefits accordingly I
think that 20 percent of the freight
charges between tho points named
above would bo saved to shippers or a
sum approximating 250000 per annum
would be saved to tho people of that
section of Texas With navigation up
to Jefferson I am of the opinion that
the traffic passing through that place
and on the stations between those
named on tho T P would increase 20
per cent over the amount given in tho
figures above
I have notiheard from tho Auditor of
the Cotton Belt road but think it safe
to say that with tho navigation of Cy-
press Bayou up to Jefferson and with
water rates applying to that point the
rates prescribed by tho Texas Railroad
Commission would base on Jefferson
and all north Texas rates would be re-
duced from 10 to 33J per cent on those
which now apply to tbo saving in my
humble judgment would easily equal
ono half million per annum to the
freight payers of north and nortlioaat
Toxas
I cannot urge upon you and the oth-
er representatives In Congress too
strongly the need of water competition
within our borders
I hud intended making up a state-
ment showing the number of bales of
cotton produced in this radius but tho
figures which the T P has furnished
me includes the earnings of that lino
on cotton shipments as well as other
classes of freight

of I can do to assist In securing the ap-
propriation for Cypress Bayou lot me
