Commissioner Jim Carter to Host Water Issues Public Forum
Denton County Commissioner Jim Carter is hosting a Public Forum for Water Issues for his Precinct #4 on
Monday February 27th from 7-9 p.m. The Crossroads Bible Church, as a public service for the community,
has agreed to make its facilities available free of charge. Crossroads Bible Church is located at the southwest
comer of FM 407 and Chinn Chapel Road in the town of Double Oak.
Commissioner Carter had taken note of residents in his Precinct #4 having concerns about (a) the availability
of water in an ongoing area drought and (b) the ultimate cost of water to homeowners in the future.
Bob Weir, the editor of The News Connection, has agreed to be the moderator. Reporters from the Dallas Morning News, The
Fort Worth Star Telegram, the Denton Record Chronicle, and area newspapers The Alliance Messenger, The Cross Timbers
Gazette, The Flower Mound Leader, and The News Connection will be asked to submit formal questions in advance and to
participate in person.

Commissioner Carter has specifically invited to the public forum the wholesale water provider for Precinct #4, which is Upper
Trinity Regional Water District. Executive Director Tom Taylor had at a prior Board meeting recommended that Upper Trinity
not host public hearings on Upper Trinity’s annual budget. However, Mr. Taylor had also said that the Upper Trinity staff would
be happy to be present at any public hearing in the district concerning its budget and other water issues.
The Commissioner had attended Upper Trinity’s Fall Workshop and been very impressed with Dallas Water Utilities presentation
on conservation. Dallas has managed a phenomenal reduction in per capita water usage in the past five years, despite an
increase in population.
By letter Commissioner Carter has invited (1) the staff of Upper Trinity Regional Water District, through its Executive Director
Tom Taylor, and (2) all 25 individual Board members of Upper Trinity, and (3) all mayors and council members of entities that
belong to Upper Trinity. In an advance telephone conference last week, Mr. Taylor invited Commissioner Carter to attend Upper
Trinity’s February 2nd regular Board meeting. Commissioner Carter intends at that time to personally invite the staff and directors
to the Water Issues public forum.
Commissioner Carter has also invited Bartonville Water Supply Corporation’s staff and Board of Directors to the Public Forum.
Bartonville Water is one of the major retail providers of water in Precinct #4, serving Double Oak, Copper Canyon, Bartonville
and unincorporated areas of Denton County. Bartonville Water uses both its own well water and surface water from Upper
Trinity.
Commissioner Carter will give Upper Trinity the opportunity to present the achievements of the District since its inception in 1989
by State statute, and to also present its vision for the future. He has allotted 15-20 minutes for Upper Trinity’s formal presentation.

Then Carter will allow three of the towns in his precinct who have had concerns about water issues—Copper Canyon, Double
Oak and Flower Mound— to make their formal presentation for 15-20 minutes.
After the two presentations, moderator Bob Weir will direct questions from the reporters alternately to Upper Trinity and to the
town presenters. And before closing, questions will be allowed from the audience to alternate presenters.
Commissioner Carter is anticipating a congenial gathering, but with a serious interchange of information. If you are a resident of
