ment of Wilson’s recent note to the
belligerents, with its implied threat of
u diplomatic break, which many be-
lieve could only mean war, should
Germany resume her unbridled sub-
marining, and in the event that tile
peace maneuvers fail. This interpre-
tation is placed upon the President’s
conference with Chairman Stone of the
Foreign Relations committee lute yes-
terday. It is said Stone was enmmis-
sioned to sound Congress on the en-
dorsement of the note, inasmuch as
the note is admitted to have t urried i
warning to (Iermany that ■tjrh en-
dorsements necessarily mean the
American approval of the President’s
step.

Berlin, Jan. a.—|Ackerman)—Ber-
lin has abandoned all hopes of peace,
the Allies’ note not deserving a written
rejoinder. Now it is war to the lust
drop of blood. That is the opinion of
the Berlin press, and it typifies the
opinion of the man in the street. Ap-
parently this is the unanimous opinion,
and Germany's only answer to the Al-
lies’ rejection of peace must be by
force of arms under Hindenberg'-
leudership. Privately the editors of
the Berlin papers are even more bit-
ter in their denunciation than in their
printed statements. The full text of
the note was read by the German pub-
lic Tuesday. Gerard lias not yet re-
ceived the official text.
