Central Texas Council of Governments
will go to Washington. DC. next week to
hear the State of the Union address and to
attend an annual briefing for regional
council of government representatives.
During Tuesday night's State of the
Union address. President Ronald Keagan
is expected to announce his support for the
transfer to state and local governments of
about 40 programs currently administered
by the national government said Thomp-
son who is chairman of ACU's govern-
ment department and state representative
from the 62nd District These programs
may include some education tran-
sportation and welfare programs
Thompson said
Keagan administration officials will
conduct a briefing Wednesday through
Saturday to discuss the transfer of
programs and other plans by the ad-
' ministration and Congress that will affect
councils of government. Thompson said

Abilene police arrest teen-ager
for burglary of car near Sikes

Abilene police early Thursday morning
arrested a 17-year-old youth who had been
detained by a campus police officer for
allegedly trying to break into a car on the
Sikes Hall parking lot.

and his bond was set at $2500 said Marvin
Sanders desk sergeant at the Taylor

from Atlanta and the campus police officer
on duty responded to a call from Terri
O'Neal about 1:15 a.m. Thursday ac-
.- cording to a campus police report .
O'Neal who is a freshman from
Dickinson and a Gardner Hall resident
told Jones that she saw a youth carrying a
clothes hanger in Sikes parking lot. the
report said. The youth looked inside
several cars and then attempted to break
into a 1979 Chevrolet Camaro. according to
the report
When Jones arrived at the parking lot he

council last fall by Gov Bill Clements
said. "I'm a novice in duties with regional
councils so this will primarily be a
learning experience I hope it will broaden
my understanding of legislative respon-
sibilites and help in my teaching duties.

observed the incident came outside and
talked to Sergeant Drake the campus
police report said. The two were Julie

Cecil Henninger of Austin who calls
himself a street evangelist told a
gathering crowd near the GATA
Fountain Monday that he wears black
as a symbol of his mourning for the lost
and the poor.
Henninger began attracting listeners
shortly before noon when he started to
preach to passers-by about the rough
life of a missionary. The crowd fluc-
tuated in size at one point reaching
about 100 as classes let out and
students began migrating to and from
the Bean. Garvin Beauchamp. vice
president for student services and
Norman Archibald new associate dean
of students were among the listeners.
Henninger who said he has preached
on the streets of Austin since 1972.
explained that he first tried wearing a
suit and was not accepted by the lower
class. Then he tried dressing in a T-
shirt and jeans he said but people paid
no attention to him. So now he wears the
symbolic black.
The evangelist warned students that

here on campus but need to arm
themselves for the "real world."
Henninger said he became a
Christian in 1968 and began wor-
shipping with the University Avenue
Church of Christ in Austin in 1972 He
was ordained as a minister in 1973. he
said "That was the way the Church of
Christ used to do it."
Beauchamp said "there was no real
error taught but he was mistaken
about the Church of Christ ordaining
ministers."
Henninger said Beauchamp had told
him earlier he would rather Henninger
not preach on campus but that he could
not stop him. Beauchamp however
said he had not seen Henninger before.
This kind of thing doesn't happen
often enough to necessitate a policy
Beauchamp said. "We visit with the
individual find out the purpose and try
to insure that he is not a disrupting
influence on campus."
At 1 p.m. Beauchamp ended the
extemporaneous message by saying
that the students needed to be in class.
